and other significant actions)
Pacific Swimming's Board of Directors meets at 7:00 p.m. at the San
Lorenzo Community Church, San Lorenzo, California, on the fourth Wednesday
of every month, January through October, and on the first Wednesday after
Thanksgiving. Pacific's House of Delegates meetings are held in conjunction
with the June and the post-Thanksgiving meetings of the board. These meetings
are open to all members of Pacific Swimming and USS.
Complete minutes of the meetings of the Board of Directors and the House
of Delegates are included with Pacific Swimming's newsletter, a copy of
which is mailed to Pacific member clubs automatically after each meeting.

October 1996 Board of Directors meeting -
October 27, 1996
- The General Chairman announced the following
board position appointments: Adapted Swimming: Doug Andrijasevich; Newsletter:
Lynda Drummer; Travel: Tom Farris, Chairman; G. Ng, P. Raykovich, F. Siegrist,
Committee Members; At Large: Walt Eggert. A motion to confirm these appointments
was made, seconded, and carried.
- It was moved, seconded, and carried to approve
the expenditure of up to $6,000 for the Quad Meet (transportation and housing)
to be held in January in Southern California.
- It was moved and seconded to approve the expenditure
of up to $11,000 to send 24 swimmers, 3 coaches and one manager to the
OTC in Colorado Springs. It was then moved and seconded to amend the amount
to $10,000. The amendment carried and the original motion as amended carried.
- It was moved and seconded to accept the 1997
proposed time standards on file with the minutes (this was a 30-day motion
extended for an additional 30 days). It was then moved and seconded to
amend the motion to accept the 1997 proposed time standards on file with
the minutes with the exception of the 'Q' times in the following events:
15/16 girls-1500 free; 15/16 boys-1650 and1500 free; 17/18 girls-1650 free;
17/18 boys-1650 and 1500 free. A substitute motion was then made, seconded,
and carried to accept the 1997 time standards as presented. These time
standards are on file with the minutes and will be printed in the Swim
Guide.
- The following 60-day motion re changes to the
current meet fee structure was taken up for consideration. For clarity,
each item of the motion was considered independently.
1. All references to a surcharge should be as a "Meet Expense Surcharge."
Item 1 carried.
2. The Meet Expense Surcharge to be $3.00 in 1997 and $4.00 in 1998. Prior
to 1999 the effect of the surcharge will be re- evaluated. It was moved
and seconded to amend to read: "The Meet Expense Surcharge to be $3.00
in 1997. Prior to 1998 the effect the surcharge will be re-evaluated."
Amendment carried. Item 2 as amended failed.
3. (a) B and Novice Meets: Entry Fee $1.30 ($0.12 to Pacific Swimming,
$0.10 to Zone, $1.08 to host); (b) Invitational Meets: Entry Fee $1.50
($0.12 to Pacific Swimming, $0.20 to Senior Travel, $0.10 to age Group
Travel. $1.08 to host); (c) A and above Meets but below AA+ T&F and
above: Entry Fee $1.75 ($0.13 to Pacific Swimming,. $0.20 to Senior Travel.
$0.10 to Age Group Travel, $0.10 to Zone. $1.22 to host).
It was moved and seconded to amend to delete the $0.10 to Zones in parts
a and c. Amendment carried. It was moved and seconded to amend to increase
the amount to the host by $0.10 in parts a (from $1.08 to $1.18) and c
(from $1.22 to $1.32). Amendment carried. Item 3 as amended carried.
- The following 30-day motion to revise the Pacific
Rules and Regulations, section 1.D.2 (Approved Meet) was taken up:
Replace subsection a. with the following: a. An approved meet is
a designated meet conducted by either USS or non-USS organizations which
includes non-USS swimmers as participants. Participating USS swimmers may
use their times as USS qualifying times.
Add new b: b. The fee structure for an approved meet will be the
same as for a sanctioned meet.
Renumber the current b. to c. and the current c. to d.
The maker and seconder agreed to change the motion by striking the new
section b. and leaving the current section b. and c. as they are. The only
change would be in paragraph a. The motion as changed carried. The sanction
chair will prepare a form to use when asking for approval of a meet.
- It was moved and seconded to change Section 9.
Senior Travel Fund in the Swim Guide as follows:
Section 9, A, 1:
"Olympic Trials" changed to "Trials class of meets"
Delete the phase "..when these meets are sanctioned outside
of Pacific."
Section 9, B, 2
"'Travel Fund Committee" be changed to "Travel Committee"
and "Travel Fund Chairman" be changed to "Travel
Chairman".
Section 9, D, 4
"Travel Committee" substituted for "Travel Fund Committee".
Section 9, E. I
"Swimmer application for travel fluids must be received no later than
October 31...." changed to:
"swimmer application for travel assistance requests must be received
by the end of the third month following the attended meet."
Section 9, E, 2
Delete "Olympic Trials".
Section 9, E, 3
Delete the second and third sentences, referring to a maximum number
of Junior National meets per swimmer and 50% airfare.
Add: "A swimmer may only claim Travel assistance for one National
Championship meet or Junior Championship meet, attended in a short course
or long course season."
Create a new addition to Section 9, E
3. Travel Assistance for National "Trials" Types of Meets such
as Olympic Trials will be determined and approved by the Board of Directors
as requested and appropriate.
Change the existing Section 9, E, 3 to Section 9, E, 4.
It was moved and seconded to amend to state that funding for the U.S. Open
be limited to swimmers who have competed as members of Pacific Swimming
prior to entering college. A motion was made, seconded, and carried to
refer this amendment to the Travel Committee.
It was moved, seconded, and carried to treat Section 9.E,3, "A swimmer
may only claim Travel assistance for one National Championship meet or
Junior Championship meet, attended, in a short course or long course season."
separately from the rest of the motion.
The motion regarding Sections 9,A.1; 9.B.2; 9.D.4; 9.E.2; 9.E.3 (3. Travel
Assistance for National Trials Types of Meets such as Olympic Trials will
be determined and approved by the Board of Directors as requested and appropriate.);
and the renumbering of Section 9.E.3 to 9.E.4. were carried.
The motion regarding Section 9.E.3. ("A swimmer may only claim Travel
assistance for one National Championship meet or Junior Championship meet
attended in a short course or long course season.") was carried.
The original motion as presented was carried.
- It was moved and seconded to refer to the review
committee the appeal by Gary Myers concerning the penalty for late payment
of fees for the California/Nevada League Championships. It was moved, seconded,
and carried to deny the appeal.
- It was moved, seconded, and carried to accept
the proposed 1997 budget and recommend its approval by the House of Delegates.
- It was moved, seconded, and carried to accept
Marin Dolphins (MDA)
and AGCC Osprey (AGCC)
for membership in Pacific Swimming.
- It was moved and seconded to allow the Willits
Otters to hold an invitational meet on July 12-13, 1997 opposite the Long
Course Age Group Championship Meet at WEST. Approval is contingent upon
approval by WEST. It was then moved and seconded to amend to restrict the
meet to a AA- meet. The amendment carried, and the original
motion as amended carried.
- It was moved, seconded, and carried to approve
$221 as the travel reimbursement for Pacific swimmers attending the U.S.
Open in San Antonio.
- It was moved, seconded, and carried to approve
the bid by Rohnert Park for the Senior Championship meet to be held on
2/28 -3/2, 1997. The location would be Santa
Rosa Jr. College.

December 1996
Board of Directors meeting -- December 4, 1996
- It was moved and seconded that seasonal registration be offered during
the following periods in 1997: Season I -- 4/5/97-9/1/97, Season II --
8/30/97-1/26/98. The motion carried.
- It was moved and seconded to add to the Letter of Intent for the January
Quad Meet a statement that failure to participate in the meet after signing
the Letter of Intent and paying the co-pay will result in forfeiture of
the co-pay and may result in reimbursing Pacific Swimming for all expenses
incurred on behalf of the athlete involved. The motion carried.
- It was moved and seconded that Long Course Far Westerns entries be
limited to swimmers aged 18 and under. The motion carried
- It was moved and seconded to disallow the appeal of a Review Committee
decision concerning a request for the return of a co-pay made by a parent
of two swimmers who withdrew them from the 1996 Western Zone team. The
motion carried.
- It was moved and seconded to accept Mission
City Aquatics for membership in Pacific Swimming. The motion carried.
- A motion to allow Morgan Hill Swim Club to host a B/A+ meet without
restriction on May 31-June 1 failed. It was noted by the board that the
club may host the meet if they restrict any swimmer with a Junior time
in an event from swimming that event in the meet.
- It was moved, seconded, and approved that the entry fees for the 1997
Santa Clara International be$5.00 for individual events, $2.00 relay swimmer
meet expense surcharge, $10.00 for relay events.
- A motion was made seconded, and approved that the automatic time standards
for the 1997 Santa Clara International be the same as 1996 with the following
exceptions: womens 400 free, 4:25.69; womens 800 free, 9:04.99; womens
1500 free, 17:22.99; womens 200 IM, 2:24.79; womens 400 IM, 5:04.89; and
that consideration times for the meet be the 1997 Junior Championship standards.

- A motion was made and seconded that there
be no walk-on meet at the 1997 Santa Clara International meet, but if there
is no television coverage of the meet, time trials be offered to swimmers
entered in the meet. The motion was tabled.

- A motion was made, seconded, and approved to ratify the actions of
the Board of Directors since the June 1996 House of Delegates meeting.

January 1997
Board of Directors meeting -- January 22, 1997
- Congratulations to Pacific's 1996 senior athletes of the year, Sylvia
Bereknyei of WCAB and Steven Brown of RENO!
- The operating summary for the 1996 fiscal year was presented. For the
year there was an operating surplus of $36,000, mainly as a result of underspending
(versus budget) for the camp program and for senior travel assistance.
Any member of Pacific may request a copy of the complete financial report
from the treasurer (Fred Siegrist, phone 510-933-0395).
- It was moved, seconded, and carried to approve an expenditure of not
more than $9,500 to cover the cost of the Quad Meet Jan. 25-27.
- A 30-day motion was made and seconded to spend up to $3,000 to defray
the cost of the Zone 2/Zone 3 All-Star Development meet to be held March
2.
- It was moved, seconded, and carried to spend up to $1,822 for equipment
for the Pacific BBS.
- A motion was made, seconded, and approved to
reinstate the 1996 short course Q time standards for this year's Short
Course Far Westerns. (Note: 1997 long course
Q time standards are not affected by or included in this motion.) A committee
was appointed to prepare a policy for time standard development.

- It was moved, seconded, and passed that all members of the Board of
Directors who were absent be excused for the meeting.
- It was moved, seconded,
and carried that the motion concerning the
walk-on meet at the Santa Clara International be removed from the table
and made into a 30-day motion. Senior coaches will be polled for their
input.
- It was moved, seconded, and carried to accept Peninsula
Covenant Aquatics for membership for 1997.
- It was moved, seconded, and carried that Pacific will subsidize host
clubs for the actual cost of pool rental, up to a maximum of $1800 per
meet, for 1998 March and December senior meets if these meets use Senior
T&F standards and are sanctioned by Pacific for a Pacific host. These
funds will be identified as pool subsidies in the 1998 senior program budget.
It was also moved, seconded, and carried that the scheduling committee
be authorized to reserve the Oceana High School pool in Pacifica for for
the March 1998 senior meets when the dates for the meet have been established.
- It was moved and seconded and set as a 30-day
motion that if no Pacific Swimming club submits a satisfactory bid to host
the March 1998 senior meet, the Board of Directors will assume responsibility
to host this meet.
- It was moved, seconded, and carried to set the travel allowance for
National Championships in Buffalo at $450, and for Junior Championships
in College Station at $500.

Board of Directors meeting -- February 26, 1997
- The USS Legislation Committee has approved Pacific Swimming's new
bylaws

and do not need to be approved as amendments by the Pacific Swimming House

- Page 66 -- Section 2.2.3 Club Safety Coordinator: In the first sentence,
delete the word "Active."
- Page 74 -- Section 5.1: In the first sentence, after "---Sections

ZONES)".

concerning the March 1998 senior meet was carried.
- A 30 day motion was made and seconded that
the Western Zone Qualifying Time for the 800 meter free be 9:33.99 for
women and 8:59.99 for men.
- A 30-day motion was made and seconded that
new time standards be adopted as the Western Zone Qualifying Times. These
time standards are under study and will be presented at a later date.
- A 30-day motion was made and seconded that
Long Course Far Westerns begin at 2:30 p.m. on Wednesday and on 8:30 a.m.
on the following Thursday through Sunday.
- A 30-day motion was
made and seconded that Pacific Swimming adopt the recommendations of the
Time Standard Committee and establish new long course Q times for 1997.

March 1997 Board of Directors meeting -- March
26, 1997
- It was moved, seconded, and carried to confirm the appointment of McCall
Dorr as the Junior Athlete Representative on the Board of Directors. She
will fill the position for the period ending August 31, 1998.
- It was moved, seconded, and carried to approve the following nominations
to the 1997 Nominating Committee: George Rice and Tisha Batis (Zone 1 North),
Brenda Whyte (Zone 1 South), Kim Jew and Caroline Capps (Zone 2), Anneliese
Eggert and John Geary (Zone 3), and Rick Kaufmann (Zone 4). As Pacific's
immediate past General Chairman, Anneliese Eggert will serve as committee
chairman.
- It was moved, seconded, and carried to approved the expenditure of
budgeted funds for Judy Szmidt and Judy Siegrist to attend the USS Registration/Membership
workshop in Colorado Springs on the weekend of April 11-13 and for Bill
O'Mara to attend the USS Officials Training Clinic in Colorado Springs
on the weekend of May 23-25.
- It was moved, seconded, and carried to approve an expenditure of $330
to purchase a modem and to pay the connection and monthly fee for Internet
access for the Treasurer.
- It was moved and seconded to authorize funds to purchase a laptop computer
for use by the Age Group Committee. The motion will be reconsidered after
the committee identifies specific needs for the computer and compares rental
versus purchase of the item.
- A 30-day motion was approved that short course Q time be established
by September 1 of the preceding year.
- The 30-day motion that Pacific adopt revised
long course Q standards for 1997 was withdrawn by the maker after a
substitute motion was made and seconded that Pacific use the long course
Q time standards as published in the Swim Guide. (Accordingly, the long course Q times for 1997 are unchanged.)
- A 60-day motion was made and seconded that the method of calculating
time standards for Far Westerns be the one presented by the Time Standards
committee at the February meeting, to take effect in 1998. The motion was
withdrawn in favor of a proposal that the General Chairman appoint an ad-hoc
committee to work up a proposed method of calculating time standards.
- The 30-day motion that Long Course Far Westerns
begin at 2:30 p.m. on Wednesday and at 8:30 a.m. the next four days was
split. The motion to begin at 2:30 p.m. Wednesday carried and the motion
to begin at 8:30 a.m. the next four days failed.
- The 30-day motion that new time standards be
adopted as Western Zone Consideration Times (WZCTs) for 1997 was ruled
out of order by the General Chairman. It was then moved, seconded, and
carried that the following criteria be used to calculate WZCTs:
- Average of the 8th place time in Western Zone prelims for the past
three years.
- Times should be adjusted for altitude.
- No WZCTs should be slower than Q times or faster than Junior Championship
times.
(Follow this link to the resulting 1997 Western
Zone Consideration Times.)
- A 30-day motion was made and seconded that
Section 4.8 of the Pacific Bylaws (Nominating Committee) be revised as
follows (italicized text to be deleted, bold text to be inserted):
1. The Nominating Committee shall comprise the Immediate Past General
Chairman and not fewer than four (4) six (6) Individual Members
elected annually by the House of Delegates or the Board of Directors if
the House of Delegates does not act in a timely fashion to serve until their
successors are elected. One (1) member shall be elected from each Zone
plus one (1) at-large member. A number greater than four (4)
six (6) may be designated from time to time by either the House of
Delegates or the Nominating Committee Board of Directors.
Each Nominating Committee member shall be a member of the House of Delegates
and no more than two (2) two-fifths (two-fifths if there
are more than five (5) members of the Nominating Committee) shall be
Executive Committee members....
- A 60-day motion was made and seconded to
create a position named the Assistant to the Age Group Committee for Logistics.
This would be a paid position within the Age Group Committee's budget.
This person would make travel and logistic arrangements for Pacific Swimming
teams at the Quad Meet, Western Zones, and other All-Star meets approved
by Pacific. The Assistant for Logistics would receive travel expenses and
a stipend recommended by Pacific Swimming.
- A 60-day motion was made and seconded that
the interest each year from $50,000 of Pacific Swimming investments shall
be designated for scholarship grants to Pacific Swimming high school graduates
entering two-year or four-year college programs. The eligibility and selection
criteria will be established by Pacific Swimming.
- A 30-day motion was made and seconded to
modify Section 3.B.5.b.(4).(ii) of Pacific's Rules and Regulations (1997
Swim Guide page 125) to read (bold text to be inserted):
If the failure to compete occurs on the last day that a swimmer is entered
in an individual event, and no other individual event penalty is
applicable, the swimmer shall then be fined $25.00.
- A 30-day motion was made and seconded to
revise Section 5.B.1.d. of Pacific's Rules and Regulations (1997 Swim Guide
page 129) to read:

In all senior meets, with the exception of meets described in 5.B.1.b
or 5.B.1.c above, a swimmer that is able to prove one or more events may
enter two (2) additional (bonus) events along with the provable event(s).
Section 5.B.1.e will not apply to the bonus events. The swimmer must enter
their actual time for the bonus event(s) and must circle the times to indicate
that it is a bonus event.

b. For designated Senior meets, swimmers qualified in only one event
may enter one additional event, on that day only, at the minimum qualifying
time subject to the rule given in Section A.4. above and excluding the 1000/800
Free and the 1650/1500 Free events. In such optional events swimmers must
enter at actual meet times and must circle the times to indicate that they
are not the standard or better.
c. In two-day timed finals meets swimmers qualified under the listed
time standards in one or more events on a given day may enter all other
events, except the 1650 yard or 1500 meter freestyle, on the same day. In
such optional events swimmers must enter at actual meet times and must circle
the times to indicate that they are not the standard or better. They may
compete in only five events per day.
d. In all senior meets:
(1) A swimmer able to prove one event may enter up to three events:
(2) A swimmer able to prove three events may enter up to five events;
(3) The 1000 and 1650 (800 and 1500) freestyles may both be entered
if the swimmer can prove one.

- A 30-day motion was made and seconded that
each year, a coach volunteer be selected by Pacific Swimming to attend
the annual coaches college to be held in Colorado Springs.
- A 30-day motion was made and seconded that
Pacific Swimming allow zone championship and league championship meets
to be pre-seeded rather than deck-seeded.
- It was moved, seconded, and carried to accept St.
Helena Swim Club (SHSC) for membership in Pacific Swimming.

April 1997 Board of Directors meeting -- April
23, 1997
- Expenditure authorizations were moved, seconded, and carried for up
to $500 for a fax machine for the secretary and for up to $2,750 for a
new computer for the treasurer, and for $50,000 in budgeted funds to cover
Western Zone expenses.
- It was moved and seconded to authorize the expenditure of $2,500 to
purchase a laptop computer for the Age Group Committee. The motion was
tabled until the committee presents a proposed use plan and designates
a person to be responsible for the computer.
- A 30-day motion to change Pacific's bylaws to
amend the makeup of the Nominating Committee was carried. The proposed
amendment will be presented to the House of Delegates in June for ratification.
- A 30-day motion to revise Section 3.B.5.b.(4).ii
of the Pacific Rules and Regulations was carried.
- A 30-day motion to allow pre-seeding rather
than deck seeding in Zone Championship and League Championship meets was
carried with editorial changes. A motion to require that a scratch meeting
be held prior to the start of these meets died for lack of a second.
- A 30-day motion to allow swimmers to enter
up to two bonus events in designated senior meets was carried; then,
after further discussion, it was moved, seconded, and carried to rescind
the prior action. The maker of the motion will study the motion and present
it again.
- The vote on a 30-day motion to send a coach
volunteer to the USS coaches college was postponed pending the development
of a selection process. The General Chairman will appoint a committee to
develop criteria.
- A 30-day motion was made and seconded to
adopt the proposed 1998 Pacific swim meet schedule as presented in the
minutes of the March 1997 meeting.
- A 30-day motion was made and seconded to
donate $1,000 to a relief fund (for example, Red Cross or Salvation Army)
assisting victims of the flood in Grand Forks, North Dakota.
- A 30-day motion was made to add the following
language to the Pacific Swimming Policy and Procedures Manual for a trial
period beginning Sept. 1, 1997 through 1998:
Pacific Swimming member clubs may offer competition at levels traditionally
reserved to Pacific Swimming, such as Senior, Junior, and AA+, upon application
to the Pacific Swimming Scheduling Committee and approval by the Board of
Directors of Pacific Swimming. The proposed meet shall not conflict with
previously scheduled Pacific Swimming competitions. Potential conflicts
will be polled by the Scheduling Committee prior to presentation to the
Board of Directors. If the application is approved, the club may charge
the entry fees listed in Section 2.B of the Pacific Rules and Regulations.

May 1997 Board of Directors meeting -- May
28, 1997
Section A.2. is amended to read, "A swimmer may qualify in any sanctioned
or approved competition or in an observed swim."
Section B.1. (Eligibility -- Senior Meets) is amended to read as follows:
a. In all meets with trials and finals, swimmers are eligible to enter
all events in which they have equaled or bettered the listed time standard,
but may not swim more than three (3) individual events per day.
b. In all timed final meets, swimmers are eligible to enter all events
in which they have equaled or better the listed time standard, but may not
swim more than five (5) individual events per day.
c. In all senior meets, a swimmer that is able to prove their time in
one or more events may enter two (2) additional (bonus) events along with
the provable event(s). Performance penalties will not apply to the bonus
event(s). The swimmer must enter the actual time for the bonus event(s)
and circle the time on the entry form to indicate that it is a bonus event.
- A 30-day motion to adopt the 1998 Pacific Swimming
meet schedule as presented in the minutes of the April meeting was
approved with the following amendments: (1) only two Age Group meets are
to be offered on Labor Day weekend, (2) the Jr. deck entered meet following
the NCS championships the weekend of May 23-25 is to be deleted. A motion
to specify that two Age Group Opens be offered Memorial Day weekend and
to add a third only if it is in an outlying area failed.
- A 30-day motion to donate $1,000 to a relief
fund assisting the victims of the floods in Grand Forks, North Dakota
failed.
- A 30-day motion to allow Pacific Swimming member
clubs to offer competition at levels normally reserved for Pacific Swimming
failed.
- It was moved and seconded that Pacific prepare a bid proposal for the
1999 Western Zone meet, providing a Pacific club will host it.
- A 60-day motion was made and seconded to delete Section 4.A.4.a of
the Pacific Rules and Regulations, which reads, "Swimmers who qualify
B,A, AA, or Q for a specific stroke in a specific distance will be considered
qualified at the same level in the equivalent stroke and distance in all
courses."
- It was moved, seconded, and carried to accept El
Toro Aquatics (P.O. Box 47, San Martin CA 95046) for membership in
Pacific Swimming.
- It was moved, seconded, and carried to set the travel allowance for
National Championships in Nashville at $330 and for Junior Championships
in Clovis at $100 if one-way mileage is less than 200 miles and $125 if
if one-way mileage is more than 200 miles.
