June 1997 House of Delegates meeting -- June 26, 1997
  • The following officers were elected: General Chairman, Gerry Ng; Administrative Vice Chairman, Rick Beebe; Senior Vice Chairman, Jack Ridley; Age Group Vice Chairman, Joyce Lanphere; Secretary, Glenda Goode; Treasurer, Fred Siegrist; Registration Chairman, Judy Siegrist.
  • The following at-large board members were elected: Tisha Batis, Dave Cottam, Adam Szmidt, Elias Totah, Mary Yoshida.
  • Elected to the Technical Planning Committee: Lloyd Yoshida (noncoach), Ray Looze (coach).
  • Elected to the Board of Review: George Cleveland, Pete Hemmings, Gale Maynor, Elias Totah, Clint Benton, Matt Kelsey, John Townsend.
  • Volunteer of the Year: nominated were Joyce and Marvin Lanphere, Mary and Lloyd Yoshida. The winner will be announced at convention.
  • The following motion to amend Section 4.8 (Nominating Committee) of Pacific's Bylaws was approved:

1. The Nominating Committee shall comprise the Immediate Past General Chairman and not fewer than four (4) six (6) Individual Members elected annually by the House of Delegates or the Board of Directors if the House of Delegates does not act in a timely fashion to serve until their successors are elected. One (1) member shall be elected from each Zone plus one (1) at-large member. A number greater than four (4) six (6) may be designated from time to time by either the House of Delegates or the Nominating Committee Board of Directors. Each Nominating Committee member shall be a member of the House of Delegates and no more than two (2) two-fifths (two-fifths if there are more than five (5) members of the Nominating Committee) shall be Executive Committee members.


June 1997 Board of Directors meeting -- June 26, 1997
  • It was moved, seconded, and carried to authorize the approval of up to $3250 to purchase a laptop computer and software for use by the Age Group Committee, with Millie Nygren to work with the committee on the selection and purchase of the computer.
  • The following were elected to the Technical Planning committee:John Dusseliere (coach), John Dorr (noncoach).
  • A 30-day motion to select a coach volunteer each year to attend the annual coaches college in Colorado Springs was postponed pending the development of a selection process. A committee was appointed to develop selection criteria.
  • A 60-day motion to create a paid position titled the Assistant to the Age Group Committee for logistics was tabled.
  • A 60-day motion in concept to use the interest from $50,000 to create a scholarship/grant for a Pacific athlete entering a two- or four-year college program was withdrawn by the maker after discussion with the NCAA concerning the rules relating to scholarship awards.
  • A 60-day motion was made and seconded to delete Section 4.A.4.a of the Pacific Rules and Regulations ("Swimmers who qualify B, A, AA, or Q for a specific stroke in a specific distance will be considered qualified at that level in the equivalent stroke and distance in all courses.").
  • A 30-day motion was made and seconded to revise Section 4.A.4.a of the Pacific Rules and Regulations (as quoted the preceding motion) by adding the following sentence: "Times converted by the formulas in Section 2.D (Yard/Meter Conversions) may be used for Q entry times only if the converted time meets the standard for the other course."
  • A 60-day motion was made and seconded to accept the intent of the following discussion regarding relay entries at Far Westerns: in addition to individual entries at Far Westerns, each club with relay-only swimmers will submit a list of all relay-only swimmers. Only swimmers entering individual events or appearing on these lists will be allowed to swim in relays. The list will indicate club name and will contain names and registration numbers and be sorted by age group. Relay cards will not have to have swimmer names, ID numbers, and order of swim on them until the team appears at the blocks.
  • A 30-day motion was made and seconded to amend Section 3.B.5.c of Pacific Rules and Regulations (Relay Scratch Rule) to read as follows: "Any relay team entered in a relay event that fails to compete in or report for that event shall not be penalized."
  • It was moved, seconded, and carried to allow Vallejo Aquatic Club to host a two-day (Saturday and Sunday) meet on Labor Day weekend rather than a three-day meet.
  • It was moved, seconded, and carried to confirm the following 1998 Pacific Swimming meet awards.
  • A 30-day motion concerning policy on refunds for attendance at the USAS convention was made, seconded, and withdrawn.
  • It was moved, seconded, and carried to accept Modesto Fitness and Racquet Club (MFRC), 200 Norweigen Avenue, Modesto CA 95343, (209) 571-2582, for membership in Pacific.
  • It was moved and seconded to approve the appeal of a decision of the Travel Committee to deny full reimbursement from the Senior Travel Fund to the family of a Pacific swimmer for travel expenses. The motion failed, and the appeal was denied.

July 1997 Board of Directors meeting -- July 23, 1997
  • The following expenditure authorizations were moved, seconded, and carried: (1) a budget increase of $1700 to cover anticipated costs for the newsletter; (2) to increase the subscription price of the newsletter from $10 to $15 per year, effective immediately; (3) to donate $1000 to the San Lorenzo Community Church.
  • It was moved, seconded, and carried to name Carson Aquatic Club as the host club in Pacific Swimming's bid for the 1999 Western Zone meet.
  • A 30-day motion to revise Section 4.A.4.a of the Pacific Rules and Regulations ("Swimmers who qualify B, A, AA, or Q for a specific stroke in a specific distance will be considered qualified at that level in the equivalent stroke and distance in all courses.") by adding "Times converted by the formulas in Section 2.D (Yard/Meter Conversions) may be used for Q entry times only if the converted time meets the standard for the other course." was carried.

  • It was moved, seconded, and carried to confirm three additional recommended meet awards for 1998 Pacific-awarded meets. (5/3:WCAB; 10/3-4:CAB; 1/15-17/99:SVA)
  • To date for 1997 Pacific has 119 club members, 1249 nonathlete members (336 of whom are coaches), and 12,946 registered athlete members.


August 1997 Board of Directors meeting -- August 27, 1997
  • It was moved and seconded to send two people to Federal Way, WA to investigate accommodations, meals, and transportation for the 1998 Western Zones meet. It was moved, seconded, and approved to table the motion until the September meeting, when an actual dollar figure will be presented.
  • It was moved and seconded to authorize the expenditure of funds to rent a storage unit for Age Group Committee supplies. It was moved, seconded, and approved to table the motion until September.
  • A motion was made, seconded, and carried to authorize a budget increase of $6000 to cover the cost of the dinner cruise during the USAS convention in Burlingame in September.
  • It was moved and seconded to increase by $100 per swimmer the previously approved reimbursement for swimmers attending the 1997 World Championship Trial Meet. The Travel Committee will review and report next month.
  • A 30-day motion that the 1998 Short Course Far Western time standards be set at the 25th place for age 13 and up and the 30th place for 12 and under, based on a three-year moving average of swims at Far Westerns by all participants, failed.
  • A motion was made, seconded, and carried to use the 1996 short course Q time standards for 1998 (note: these are the same standards that were ultimately used for 1997 Far Westerns.). (girls 1998 short course Q times | boys 1998 short course Q times)
  • A motion was made, seconded, and approved to award Ukiah Dolphins the July 4 weekend age group open meet on the Pacific Swimming 1998 meet calendar.
  • A 60-day motion was made and seconded to accept the intent of the following discussion regarding relay entries at far Westerns: in addition to individual entries, clubs with relay-only swimmers will submit a list of all relay-only swimmers.   • It was moved, seconded, and carried to accept the following organizations for membership in Pacific Swimming: Bayside Six Conference, 41063 Cornac Terrace, Fremont CA 94539 (phone 510-657-6752), and El Cerrito Swim Team, 3212 Andrade Avenue, Richmond CA 94804 (phone 510-235-7018). Both are in Zone 2.
September 1997 Board of Directors meeting -- September 17, 1997
  • The following appointments made to the Board of Directors were confirmed: Athlete Reps, McCall Dorr and Dave Madden; Adapted Swimming, Doug Andrijasevitch; Board of Review, Gayle Maynor; Camps, Adam Szmidt; Club Development, Mary Lou Hinderliter; College, Millie Nygren; Finance, Tom Farris; High School, Elias Totah; Local and National Legislation, Walt and Anneliese Eggert; Marketing/Promotion, Dean Dillingham; Membership, Judy Szmidt; Newsletter, Lynda Drummer; Officials, Pete Hemmings; Open Water, Jerry Koch; Records, Jacquie Dillingham; Safety, Ted Goode; Sanctions, John Geary; Scheduling, Marvin Lanphere; Technical Planning, Harrison Race; Time Standards, Clint Benton; Travel, Gwen Watanabe.
  • Expenditure authorizations were moved, seconded, and approved to (1) pay 100% of the cost of lodging for Harrison Race at the USAS convention, (2) to authorize payment of $2,000 into the Junior Elite Camp budget to cover a cost overrun, and (3) to replace the sanctions copier (not to exceed $750).
  • It was moved, seconded and approved to remove the following motion from the table: to authorize the expenditure of funds to send two people to Federal Way, WA to investigate housing, meals, and transportation for the 1998 Western Zones. The motion was approved.
  • It was moved, seconded, and approved to remove a motion from the table to authorize expenditure of funds to rent a storage unit for Age Group Committee supplies. The motion was tabled for another month.
  • It was moved, seconded, and approved to approve Hilltop Heat Swim Team and Lightning Aquatics for membership.
  • A 30-day motion was made and seconded that the 1998 long course Q time standards (boys | girls) be the same as for 1997.
  • It was moved, seconded, and carried that the travel allowance for the U.S. Open be $310.
  • It was moved, seconded, and carried to authorize Marvin Lanphere to reassign and reschedule the 24-25 January 1998 Jr.+ meet if required.
  • It was moved, seconded, and carried that mileage reimbursement for members attending convention in Burlingame be set at 12 cents per mile plus bridge toll if applicable. Attendees staying at the hotel will be reimbursed for one round trip; those coming from their homes each day will be reimbursed for a round trip for each day attended.
  • It was moved seconded, and carried to reimburse athlete members in full for the amount of their registration fee ($100 or $125).
  • It was moved and seconded to relieve the Terrapin Swim Club of a portion of the fee for late submission of Long Course Far Westerns meet fees and reports. The motion failed.
  • A motion was made and seconded to place a cap on the amount of the 25% penalty for late fees and reports. The motion failed.
October 1997 Board of Director meeting -- October 22, 1997
  • The following expenditure authorizations were moved, seconded, and approved: (1) up to $1,000 to cover the cost of hospitality at the spring Senior Short Course Championship if the Board of Directors hosts the meet, (2) up to $650 to cover the expenses of one coach attending the Outreach Camp in Colorado Springs, and (3) up to $2,500 for the Age Group Committee to purchase a computer.
  • A 30-day motion that the 1998 long course Q time standards (boys | girls) be the same as for 1997 was approved.
  • It was moved and seconded that Pacific Swimming's bylaws be amended so that the Newsletter and Camps chairmen would be named as members of the Board of Directors in the bylaws. This is a 30-day motion and will be considered at the House of Delegates meeting on December 3.
  • A 60-day motion was moved and seconded to increase the travel stipend for National championship meets from $100 to $200 and to authorize a stipend of $100 for Junior Championship swimmers.
  • A motion to accept Redwood Empire Aquatic League (REAL), 2782 East Side Road, Ukiah CA, for membership in Pacific Swimming was made, seconded, and approved.
  • It was moved, seconded, and approved that a drawing be held of clubs who have registered by Jan. 1 and that the winning club be given a $100 rebate on their membership fee.
  • It was moved and seconded to establish a committee of two coaches, two athletes, the travel fund chairman, and the finance committee chairman to reexamine Pacific's travel fund policy for reimbursing longtime Pacific swimmers.
  • It was moved and seconded to submit the proposed 1998 budget to the House of Delegates for its approval.
December 1997 House of Delegates meeting -- December 3, 1997
  • It was moved, seconded, and carried to modify Article 5.1 of the bylaws of Pacific Swimming to include Camps and Newsletter as members of the Board of Directors.
  • A motion to approved the budget for 1998 as presented was made, seconded, and carried, subjected to the following amendments, all of which were moved, seconded, and carried: (1) to increase the expense budget for Zones 2 and 3 to $1500 and to increase the expenses for Zone 4 by an additional $1500; (2) to increase the expense budget for Top Ten booklets to $500; (3) to increase the budget for Coaches Newsletter expense to $1,000, and (4) to increase the Education budget to $500.
  • Motions were made, seconded, and carried to approve the Age Group Committee recommendations for Western Zone time standards and to approve the Age Group Committee recommendation that the 800 M freestyle at Western Zones be offered as a bonus event.
  • A motion to change the publication date of the swim guide to February was made, seconded, and tabled.
December 1997 Board of Directors meeting -- December 3, 1997
  • The following expenditure authorizations were moved, seconded, and carried: (1) $1,900 to reserve plane tickets for Western Zones; (2) an amount not to exceed $600 for a new printer for the Bulletin Board chair; (3) $7,656 for airfare to the Olympic training Center in January; (4) an amount not to exceed $300 to cover extra pool costs for Friday night for the Senior Championships in late December.
  • A motion to approve the appointment of Cathy Manthey to the Board of Directors as chairman of the Education Committee was made, seconded, and carried.
  • A motion to accept Soquel Wax-Em Aquatic Club for as club members was made, seconded, and carried.
  • It was moved, seconded, and carried to allow Courtside Swim Club to change its name to Cobra Swim Club.
  • It was moved, seconded, and carried to allow DACA to host the 1998 Postal Swim, with fees to be decided by Joyce Lanphere, Dave Knochenhauer, and John Geary.
  • Concerning the Pacific Senior Championships in late December, it was moved, seconded, and carried to allow the meet referee to move the 500 freestyle within the Saturday schedule by agreement between the referee and the coaches, and to allow deck entries for the 500 free to accommodate the move, if that is the decision.
  • It was moved, seconded , and carried to authorize the following changes to the Rules and Regulations: (1) in Section 1.A, dates for specific seasons will be replaced by two Seasons; (2) Review Committee will be replaced throughout by Board of Review; and (3) in Section 2.D.3, (B, A, AA...) will be added after minimum qualifying time.
