- The minutes of the December 1999 meeting were corrected to indicate
that no motion was passed indicating that Zone 4 and the northern part
of Zone 3 were exempt from the two-team-per-competition-lane limit for
invitationals.
- A motion was made, seconded, and approved authorizing a payment of
$250 to Don Sandbach for writing code to allow times from meets using SAMMS
software and accumulated by Pacific's Top 16 tracker to be downloaded to
the database being developed by the Time Standard chairman.
- A motion was made and seconded to increase all camp and meet co-pays
to 30%, rounded up to the next $5.00 increment. This was determined to
be a 60-day motion to allow for review by the zones.
- A motion was made and seconded to establish a "request for reduced
co-pay" program which would allow for a 50% reduction of the established
co-pay for an activity if one or more of the following criteria was met:
(1) loss of income due to loss of job or death in a family; (2) a medical
hardship in the family; (3) current receipt of scholarship/assistance from
a swim club. This was determined to be a 60-day motion to allow for review
by the zones.
- A motion was made, seconded, and approved to exempt clubs in Zone 4
and the North Coast area of Zone 3 from the two-team-per-competition-lane
limit for invitationals as long as they adhere to per-session swimmer caps
established for each pool which are on file with the Pacific Swimming secretary.
- A 30-day motion was made and seconded that on protected weekends, no
further meets may be approved or sanctions granted for meets held by a
USA Swimming member in which all participants are USA Swimming registered
swimmers.
- A motion was made and seconded that the location of the annual Pacific
Swimming awards banquet be rotated so each zone be offered the opportunity
to host it. The motion was tabled so that the Administrative Vice Chairman
could poll coaches and report back to the board.
- A motion was made and seconded to change the schedule of the Board
of Directors meetings to seven meetings a year, to be held on Saturdays.
There would be two meetings a year at the current San Lorenzo site following
the House of Delegates meeting; in addition, each of the five zones would
get to host one meeting a year at the site of their choice. After discussion,
a committe was appointed to look into the question.
- A motion was made and seconded that for all Pacific funded All-Star
teams and select camps, selection procedures would allow swimmers to be
able to submit their best times to the selection coordinator prior to the
start of the designated selection meet. After discussion, this motion was
made a 60 day motion and the Age Group and Senior Committees were asked
to make a recommendation.
- The following motion was made and seconded. It
was made a 30-day motion and referred to Officials Chairman Joe Woo for
a recommendation. (This motion was tabled for one year
in the April meeting.)
Officials Recertification Requirements for level 4 and 5 should include:
a. Officials must work 4 sessions in 3 of the 5 Zones in Pacific Swinuning
during the last 2 years.
b. Officials must work a minimum of 12 sessions a year in one Zone (home
Zone) at swim meets that are USA Swimming sanctioned and are a lower classification
than Championships each year.
c. (1) For a Referee recertification they must work 4 sessions a year
in their home zone as a Referee at a meet that is a lower classification
than a Championship meet each year.
(2) Work as a Starter 4 sessions a year in their home zone as a starter
at a meet that is a lower classification than a Championship meet each year.
(3) Work as a Stroke & Turn Judge 4 sessions a year in their home
zone as a Stroke & Turn Judge at a meet that is a lower classification
than a Championship meet each year.
d. (1) For a Starter recertification they must work 4 sessions a year
in their home zone as a Starter at a meet that is a lower classification
than a Championship meet each year.
(2) Work as a Stroke & Turn Judge 4 sessions a year in their home
zone as a Stroke & Turn Judge at a meet that is a lower classification
than a Championship meet each year.
e. For a Stroke and Turn Judge recertification they must work 4 sessions
a year in their home zone as a Stroke and Turn Judge at a meet that is a
lower classification than a Championship meet each year.
If requirements are not met, your Zone Officials Chairman must drop you
down one level (from 5 to 4, 4 to 3).
If you do not make the yearly requirements you cannot be considered for
a Pacific meet assignment until all the Officials in Pacific that have met
the requirements have been assigned a position. If you are given a Pacific
assignment after that you must make up your requirements, if not you cannot
be given any more assignments until you have met the requirements. |
- The following 30-day motion was made and seconded (note:
final approved version is below)
USA Swimming has adopted new distances for age groups 10 & Un and
11 - 12. As we transition to these new distances the following rules will
apply on how to qualify for the Time Standards.
a. 10 & Un - To qualify for either a 400 meter or 500 yard
Freestyle event, the swimmer must have achieved the Time Standard for either
the 200 meter or 200 yard Freestyle. Once a swimmer has swum distance for
time they will enter the event based on the published Time Standard.
b.11-12 - To qualify for any of the new 200 meter or yard skill
strokes the swimmer must have achieved the Time Standard for that stroke
at the 100 meter or yard distance. After swimming the new distance they
will qualify based on the listed Time Standard. To qualify for any of the
Distance Freestyle events, the swimmer must have achieved the Time Standard
at 500 yards for short course or 400 meters long course. Once they have
swum the distance they will qualify for a level based on the published Time
Standard. |
- A motion to approve the membership of the North Marin Aquatics Club
was made, seconded, and approved. In addition, a motion to change the name
of the Healdsburg Swim Team to the Healdsburg Swim Club and the Rohnert
Park Swim Club to Piranha Swimming (QUIK), and the acronym of Silicon Valley
Splash from SLCN to SILC was made, seconded, and approved.
February 2000 Board of Directors meeting

- The following 30-day motion was approved: on protected weekends, no
further meets may be approved or sanctions granted for meets held by a
USA Swimming member in which all participants are USA Swimming registered
swimmers.
- The 30-day motion made in January concerning officials recertification
requirements was tabled until the April meeting.
- The 30-day motion made in January concerning qualifying for new 10/under
and 11-12 distances was aprroved as amended. The new language follows:

- It was moved, seconded, and carried that the determined airfare and
travel assistance be combined for the Spring 2000 Junior Championships
in Alaska and set at $600.
- It was moved, seconded, and carried that the determined airfare for
Spring 2000 National Championships in Federal Way, Washington be set at
$175. Total assistance is this amount plus $200.
- It was moved, seconded, and carried to give Joyce Lanphere and Mary
Yoshida the flexibility to reserve 29-50 rooms for the 2001 Western Zone
meet in Hawaii depending on the wording of the contract.
- It was moved, seconded, and carried to approve the actions of the Officials
Committee as published on the Officials page
of the website.
- It was moved, seconded, and carried not to pay coaches an honorarium
for the Western Zone meet.
- It was moved, seconded, and carried to allow Tiger Aquatics to add
a Friday afternoon session to their May 27-29 Age Group Open meet this
year.
- It was moved, seconded, and carried to cancel the March 2000 board
meeting. Any pending 60-day motions will be postponed for consideration
at the April meeting.
- It was moved, seconded, and carried to allow the Davis Aquatic Masters
to host an Open Water swim at Lake Beryessa on June 5, 2000.
- It was moved, seconded, and carried to rescind the motion passed at
the October 1999 board meeting stating that a fine of $3.50 be levied against
any meet host club which fails to provide the complete USA Swimming registration
number and the swimmer's preferred name when requesting a registration
check from Judy Siegrist.
- According to the Membership and Registration chairs, Pacific has 108
club members, 900 nonathlete members (280 of whom are coaches), and about
8,500 athlete members.
April 2000 Board of Directors meeting --
April 26, 2000
- Expenditure authorizations were moved, seconded, and approved for $1,000
for a down payment for rooms for Western Zones at the Maui Prince Hotel
, for $370 for pens with the LSC logo, and $400 for the General Chairman
to attend the USA Swimming General chairman's meeting.
- The motion on officials recertification requirements
made in January was tabled for one year, based on the recommendation
of the Officials Committee.
- A 60-day motion made in January to increase all co-pays to 30%, rounded
up to the next $5.00 increment, was withdrawn. (See related
motions below.)
- A 60-day motion to allow for reduced co-pays under certain circumstances
was tabled.
- A motion was made, seconded, and approved to approve a $500 deposit
to a Fresno bus company to provide transportation in the Fresno area during
this summer's Western Zones meet.
- A motion was made, seconded, and approved to approve a deposit not
to exceed $2,000 to a bus company to transport this summer's Western Zones
team from the Bay Area to Fresno and back.
- A motion was made, seconded, and approved to allow non-scoring consolation
final heats for the 11-12 and 13-14 age groups at the December 2000 Short
Course Age Group Championship meet.
- A motion was made and seconded to revise the Pacific Swimming Honor
Code. (A copy of the proposed revision is included with
the May 2000 Pacific Swimming newsletter, a copy of which has been sent
to each Pacific club member.)
- A motion was made, seconded, and approved to set the co-pay at $15
per day for camps held within Pacific's territory.
- A motion was made, seconded, and approved to set the co-pay at 30%
for Western Zone teams and Quad meets.
- A motion was made and seconded to add any additional charges imposed
by USA Swimming to the co-pay of individual swimmers attending camps at
the Olympic Training Center. (Swimmers who have achieved only national
AAA times are charged $30/day. Swimmers who have achieved national AAAA
time standard are free.) The motion was referred to the Senior and Camps
committees for a recommendation.
- A 30-day motion was made and seconded to approve the draft 2001 Pacific
Swimming major meet schedule. (A copy of the draft 2001
schedule is included with the May 2000 Pacific Swimming newsletter, a copy
of which has been sent to each Pacific club member.)
- A motion was made, seconded, and approved to approve the membership
of Bay View Aquatics Club of Albany.
May 2000 Board of Directors meeting -- May
24, 2000
- Expenditure authorizations were moved, seconded, and approved for $850
for awards for the 10/U Age Group Championships, for $2686 for two camps,
and for $350 for travel assistance for an official to attend the National
Disability Championship in Indianapolis.
- The 30-day motion to modify the Pacific Honor Code was approved with
changes. (Follow this link to the final approved version of the Honor Code.)
- The 30-day motion to approve the draft 2001 Pacific Swimming major
meet schedule was carried, with the chairman of the Scheduling Committee
to add dates for the zones to schedule B/C and A+ meets.
- A motion was made, seconded, and approved to recertify a corporate
resolution authorization form allowing Pacific to do business with the
investment firm of Dain Rauscher.
- A motion was made, seconded, and approved to allow up to $350 travel
reimbursement for one official per year to attend a national level meet.
- A 30-day motion was made and seconded to approve a procedure for selecting
the outstanding Pacific senior swimmers each year. Separate awards would
go to the top male and female collegiate/post-graduate swimmers and the
top male and female pre-college swimmers. Each award would be based on
the total points scored at the spring and summer National Championships.
Tie-breaker would be the swimmer with the highest world ranking. If there
are no scores (i.e., Olympic Trials or Top 24) then use highest combined
finishes, with the lowest total winning.
- A motion was made, seconded, and approved that the travel assistance
for Olympic Trials be determined airfare of $400 plus $300. (Also that
the determined airfare figure for National Disability Championship is $400
and that the travel assistance for Junior Championships is determined airfare
of $350 plus $100. The board was reminded that swimmers may receive travel
assistance for only one meet per major meet season.
- A motion was made, seconded, and approved that the fee for individual
events in league championship and zone championship meets be increased
to $2.00. The relay fee remains the same.
- A motion was made, seconded, and approved to accept Silicon Valley
Swim League as a club member of Pacific Swimming.

- A motion was made, seconded, and approved to confirm the actions of
the Board of Directors since the last House of Delegates meeting.

- The following expenditure authorizations were approved: (1) $1,000
to purchase new Pacific pins; (2) $60,000 in general expenses for the Western
Zone meet; (3) $750 for registration and travel assistance to send two
officials to the USA Swimming officials training seminar in San Diego on
Oct. 27-29; (4) $1200 as a donation to the San Lorenzo Community Church
for the use of church facilities for Pacific's monthly meetings; and (5)
$1500 to replace headsets used by officials to communicate during major
meets.
- A motion was made, seconded, and passed to approve the concept of adding
an international age group meet to the Pacific meet schedule to be held
in conjunction with the Santa Clara International.
- A motion was made, seconded, and passed to approve the 30-day motion
made in the May meeting concerning the determination of choosing outstanding
male and female swimmers each year.
- A motion was made, seconded, and passed to approve the Pacific SwimmingAll-Star
Team staff responsibilities.
- A motion was made, seconded, and passed to approve the proposed 2001
Pacific meet schedule (note: the award of Short Course Far Westerns was
approved under a separate motion).
- A motion was made, seconded, and approved to continue the cycle of
mandatory weekends designated by Pacific on which zones are restricted
to scheduling B/C and A+ meets.
- A motion was made, seconded, and approved to award the Jr.+ meet scheduled
for October 7-8, 2000, to San Ramon Livermore Valley.
- A motion was made, seconded, and approved to adopt the following policy
regarding inclusion of disabled swimmers in Pacific meets under the authority
of Section 202.2.13 of the USA Swimming Rules and Regulations:
- In regular season meets, disabled swimmers need not have achieved the
qualifying time standards. The meet referee shall have the authority to
accommodate the swimmer without substantial negative impact on the meet
timeline. Examples of such accommodations are (1) to allow the disabled
swimmer to compete at a shorter distance than others in the event; (2)
to seed the disabled swimmer by time rather than age (e.g., an 18-year-old
swimnmer could be seeded in the 11-12 age group of the same event).
- In championship level meets, disabled swimmers may enter with the permission
of the meet director and meet referee. Accommodations may be made as described
in #1 above.
- Places and awards for disabled swimmers can only be earned in the swimmer's
actual event or age group. At the discretion of the meet host, special
awards may be given to disabled swimmers.

- A 30-day motion was made and seconded to require that each team hosting
a meet supply the names of two officials designated as stroke and turn
officials before the meet can be sanctioned.
- A 30-day motion was made and seconded to require that the meet sheet
of any Pacific-awarded (not zone-awarded) meet be reviewed and approved
by the head referee before the meet is sanctioned.
July 2000 Board of Directors meeting --
July 26, 2000
- The 30-day motion requiring that each team hosting a meet supply the
names of two officials designated as stroke and turn officials before the
meet can be sanctioned was tabled after lengthy discussion.
- The 30-day motion requiring that the meet sheet of any Pacific-awarded
(not zone-awarded) meet be reviewed and approved by the head referee before
the meet is sanctioned was amended to read, 'The meet sheet of any PC meet
must be reviewed by the head referee prior to the meet being sanctioned,"
and was passed as amended.
- A motion was made and seconded to change Section 7.2.4.B of Pacific's
Bylaws to read, "In case the Zone Chairman cannot attend the Pacific
Swimming Board of Directors meeting, s/he may substitute an alternate by
written notice, addressed to the Secretary of Pacific Swimming and signed
by the Zone Chairman or the Secretary of the appointing Zone. The motion
was tabled until the October 2000 Board Meeting when it should be presented
as a 30-day motion.
- A 60-day motion was made and seconded that the Board of Directors approve
sending a full team of 80 swimmers to the Western Zone meet in Hawaii in
the year 2001. There was lengthy discussion debating the merits of fully
supporting the Western Zone meet against the expense of funding it.
- A motion was made and seconded to rescind the approved Pacific meet
schedule for 2001 so that long course Far Westerns could be scheduled prior
to the Western Zone meet. The motion failed.
- A 30-day motion was made and seconded that Pacific Swimming award two
Outstanding Senior male and female awards each year. One award each to
a college or post-graduate male and female, and one each to a pre-college
male and female. Each award will be based on total points scored at the
two National Championships (spring and summer) each year. The tie breaker
will go to the swimmer with the highest World Ranking in any event, or
the highest combination of World Rankings if necessary. If there are no
scores kept (i.e. Olympic Trials or Top 24 placing) then the highest combined
finishes will be used with the lowest total winning.
- A motion was made, seconded, and carried to award the following meets
as recommended by the Scheduling Committee: March 23-25 AA+ sc meet to
SRVL; December 15-17 Senior Winter Championships to QUIK. Only three unbid
meets remain.
- A motion was made, seconded, and carried that the 1999-2000 Top 10
booklet be made available through the Pacific web site rather than in booklet
form.
- The Oakland Undercurrent Swim Team (ONDA) was approved for club membership
in Pacific.
August 2000 Board of Directors meeting --
August 23, 2000
- An expenditure authorization of of $494 to reimburse TERA for the PC
team and high point awards at the July Age Group and Senior Championship
meet was moved, seconded, and approved.
- A motion was made, seconded, and approved to increase the budget of
the Junior Elite Camp by $300.
- The 30-day motion regarding Outstanding Senior male and female awards
(see above) was approved.
- A motion was made, seconded, and carried to uphold a Travel Committee
decision to deny a travel reimbursement application for spring nationals
submitted by a team after the deadline.
- A motion was made, seconded, and carried to approve the AGCC Ospreys'
name change to Osprey Aquatics and the Marin Dolphins Aquatics' name change
to Pacific Coast Marlins Swim Club.
September 2000 Board of Directors meeting
-- September 27, 2000
- Expenditure authorizations were approved for $2260 to purchase awards
for the outstanding swimmers to be presented at the January awards banquet
and for $2500 to fund a new camp for 10/under swimmers below Q times.
- A motion was made, seconded, and carried to send a full team of 80
swimmers to the 2001 Western Zone meet in Hawaii.
- A motion was made, seconded, and carried to price the 2001 swim guide
as follows: $1 for copies purchaed by zones prior to Dec. 1; $2 for copies
purchased by zones after Dec. 1 and by vendors for resale; $3/copy retail
price; free to officials attending the Jan. officials clinic.
- A motion was made, seconded, and carried to approve the 2001 Pacific
time standards and Western Zone Consideration time standards presented
by Clint Benton (only changes are to PRTs and WZCTs).
- A motion was made, seconded, and failed to grant an appeal to the
Travel that swimmer Ben Hanley receive travel assistance to the Olympic
Trials.
- A motion was made, seconded, and carried to allow Zone 1 North to hold
a meet on the same weekend as the Age Group Opens awarded to PLS and BBD,
provided that neither of these teams object.
October 2000 Board of Directors meeting

- A motion was made, seconded, and approved that the Board of Pacific Swimming should recommend the following change in Pacific Bylaw 7.2.4.B: In case the Zone Chairman cannot attend the Pacific Swimming Board of Directors meeting, he/she may substitute an alternate by written notice, addressed to the Secretary of Pacific Swimming and signed by the Zone Chairman or the Secretary of the appointing Zone.
- Thirty-day motions were made, seconded, and approved that the format for the 2001 Long Course Far Westerns be a full five days and that swimmers at FWLC be allowed to swim up to 9 events total. These motions apply only to the Y2001 FWLC meet, and will allow for the inclusion of the new 10/un and 11-12 distance events as timed final events.
- A motion was made, seconded, and approved that Burlingame Aquatic Club (BAC) be accepted as a new team. This motion was granted conditional approval subject to receipt of written confirmation from the new owners that they purchased the name from the previous owner.
- A motion was made, seconded, and approved that travel reimbursement for the 2000 US Open be set at $425.
- A motion was made, seconded, and approved that the 2001 budget proposal (as corrected) be submitted to the House of Delegates for approval.
- A motion was made, seconded, and approved to allow Bayview Aquatics to change their name to Silver Dolphins Swim Club.
December 2000 House of Delegates meeting

- A motion was made, seconded, and approved to confirm all Board of Directors actions since the last House of Delegates meeting.
- A motion was made, seconded, and approved to amend Pacific's Bylaws, section 7.2.4.B, to read as follows: In case the Zone Chairman cannot attend the Pacific Swimming Board of Directors meeting, he/she may substitute an alternate by written notice, addressed to the Secretary of Pacific Swimming and signed by the Zone Chairman or the Secretary of the appointing Zone.
- A motion was moved and seconded to approve the 2001 budget as presented by the Board of Directors. The motion was approved with the following changes: (1) co-pay on Western Zone trip raised from 30% to 35%, (2) cop-pay on camps raised from $15/day to $20/day, (3) Zone 2/3/4 meet allowance was reduced to $1500, to be used to offset Zone 4 expenses, (4) awards subsidies for the Age Group Championship meets ($500 each) and the 10/under championship ($850) were eliminated.

- Motions were made, seconded, and carried to approve expense authorizations for motels and airfare for the Quad Meet in Las Vegas and for the distance camp in Salinas.
- Motions were made, seconded, and carried to change the format for the 2001 long course Far Westerns to a full five days and to allow swimmers to compete in up to nine events at this meet. These motions apply only to the 2001 meet.
- It was moved, seconded, and carried to bring the following motion back off the table for consideration: That a "request for reduced co-pay" program be established which would allow for a 50% reduction of the established co-pay for the activity if one or more of the following criteria was met:
- Loss of income due to loss of job or death in a family;
- A medical hardship in the family;
- Current receipt of a Swim Club scholarship/assistance.
The general chairman appointed a committee to report back to the board in January with recommendations on how to administer this program.
- A 30-day motion was made and seconded that the general chairman appoint a small committee to review applications for the "reduced co-pay" program.
- A 30-day motion was made and seconded to approve the report of the Ad Hoc Fee Structure Committee recommendations as shown below. The increase to become effective for Y2001 beginning Sept 1, 2001:
- Membership fee for regular athletes be increased by $5 from the current $30 to $35
- Membership fee for seasonal athletes be increased by $2.50 from the current $17.50 to $20
- Membership fee for clubs be increased by $20 from the current $100 to $120
- Membership fee for coaches be increased by $5 from the current $30 to $35.
- A motion was made and seconded to establish a memorial award in the name of Adam Szmidt for swimmers attending college. The general chairman asked Millie Nygren to investigate if and how such a fund could be established and administered and report back to the Board in January.
- A motion was made, seconded, and carried to establish an account to be administered by Pacific Swimming to manage funds in the Adam Szmidt Memorial Fund. The Chairman, Vice-Chairman and Treasurer are authorized to sign checks with only one signature required.
- A motion was made, seconded, and carried that a single Zone Championship require a single sanction fee even if the event is held in multiple venues, and that a $2 individual entry fee apply to such meets.
- A motion was made and seconded that Zone 1S be allowed to establish a policy requiring a set number of officials from each team participating in Zone 1S meet. The number would vary depending on the number of swimmers from each team. Swimmers from teams not meeting the criteria would not receive awards. The motion failed, but an Ad Hoc Committee was established to make recommendations on how to assist the Zones in recruiting officials to staff swim meets.
- A motion was made, seconded, and carried that the Policy and Procedures manual be changed so that the date by which teams must have renewed their membership to qualify for the drawing for the waiver of their membership fee be changed from Dec. 31st to Nov. 30th. This change becomes effective Sept. 1, 2001 and is intended to encourage clubs to renew earlier and reduce the workload created by last minute renewals.
- A 30-day motion was made and seconded that the name of the long course Far Western meet be changed to the Adam Szmidt Memorial Swim Meet.
