- Motions were made, seconded, and approved to approve the expenditure of $120 for a site visit to Los Angeles to make preparations for the Western Zone trip, and to approve a request for a budget variance in the amount not to exceed $1000 to reimburse Zone 1N for expenses related to participation in the Zone 1N/2/3/4 All-Star meet.
- A motion was made, seconded, and approved on a one-year trial basis that all short course (SC) zone awarded/scheduled classified meets MAY accept and give the same priority to SC classified meets as has been previously passed for the classified long course zone awarded/scheduled meets. A postmark date of the third Monday before the first day of competition will be used for all entries with the Zone and the second Monday before the first day of competition will be used for all other Zones and LSC's entries.
- A motion was made, seconded, and approved that the reimbursement rate for the National Disability Championship be the same as the National Championship meet.
- A motion was made, seconded, and approved to set the entry fees for the Senior International Meet (hosted by Santa Clara) at $5.50 for individual entries and $16.00 for relay entries.
- A motion was made and seconded to set the entry fees for the International Age Group Meet (hosted by SVAA) at $4.50 for individuals and $16.00 for relay entries. The motion was amended to make the fees equal to that used for the Senior International meet. The motions were tabled until the board receives additional information such as the time standards to be used.
- A motion was made, seconded, and approved that new registration cards will not be issued to teams which change names or acronyms at any time of the year except during the registration renewal period.
- A 30-day motion was made and seconded that Pacific allow Zone 1 North to institute the following procedure to assist in recruitment and retention of officials:
- When officials enter their own swimmers into a meet, they must fill out the official's form as well as the swimmers's forms (SAMMS)
- The forms must be submitted to the entry chairperson by the deadline stated on the meet sheet.
- A check must be attached for the amount of the swimmers entries
- The entry chairperson must check that the swimmer's entries and the official's entry are filled out correctly.
- LEVEL ONE official's check will be deposited and the official must work the meet per the official's entry form.
- LEVEL TWO and above official:
a) Check will be held and attached to entry form b) At the end of the last session assigned to work, the meet referee or the meet director will return official's check if all obligations to the meet have been fulfilled. If obligations are not met, check will be cashed for payment. c) The host team will cash all checks that have not been picked up by working officials by the end of the meet. - The meet director will have possession of the official's entry form at beginning of the meet so that the meet referee can plan on how to staff the deck for competition.
- The refund will only be given to the first 25 applications
- The host club will pay all fees to Pacific Swimming

- A motion was made, seconded, and approved to delete from Section 2.B.4 of the Pacific Rules and Regulations, second sentence: "Multiclass meets shall impose fees applicable to each class of enty." Also, to change in Section 2.A.B.4 the wording in the third sentence from "The travel surcharge does not apply to Adapted Swimming" to "The Pacific surcharge does not apply to Adapted Swimming".
- A motion was made, seconded, and approved to approve $350 as the determined airfare for the March Senior National meet
- A motion was made, seconded, and approved to approve Livermore Blue Dolphin Swimming (LBD) and Twin Valley Aquatics (TVA) for club membership in Pacific Swimming.
- Safety Chairman Mike Metcalf is sending out a survey requesting all teams in the LSC to submit information about the water depth in the pools they use for practice and competition. This information is needed to evaluate the extent to which the LSC will be effected if USA Swimming passes a rule concerning the depth of water necessary in order to use standard starting blocks.

- Motions were made, seconded, and approved to approve the expenditure of $350 to send Suzy Jackson to the Officials Clinic on May 10-12, $250 to send Steve Wonner to officiate at the Disability Championship meet, up to $300 to rent a meeting room and host a luncheon for representatives from the 5 California LSCs meeting in Sacramento 4/28/02 to discuss the sectional meet, and $3384.20 as a 10% down payment for lodging and meals for the 2002 Western Zone team.
- The 30-day motion to change the format of 2003 short course Far Westerns was tabled pending further review by the Age Group Committee.
- The 30-day motion that Pacific allow Zone 1 North to institute the procedure described above to assist in recruitment and retention of officials was modified and then defeated.
- The following 30-day motion to amend the Policies and Procedures Manual was made and seconded:
- Section C.5.0 The Pacific Swimming Board of Directors shall appoint a committee of three (3) of its members to consider requests for need based (true hardship) financial assistance for athletes selected to participate in the Western Zone Swimming Championship.
- Funding to be matching funds with a maximum of $250.00. The members of this committee shall not be members of the Western Zone Team Selection committee.
- Funding: To be matching funds with a maximum to be determined by the Board of Directors
- Criteria for True Hardship: Family absence of funds due to death of parent or guardian, loss of job by parent or guardian, recalled to active duty in the U.S. military, recipient of school lunch program, or recipient of need based team scholarship.
- Procedure: Application to be submitted to the committee by the athlete's club coach.
- Distribution of Funds: Family funds + Zone Funds + Pacific Swimming Funds = Total established meet co-pay.

- A motion that the Age Group Committee review the FWSC format with a view to changing it to a four (4) day format with swimmers allowed to compete in a total of eight individual events was made, seconded, and tabled.
- A 30 day motion was made and seconded to changes sections 2, 3, and 4 of the Rules and Regulations as follows:
A. Meet Information sheet - No change
- An electronic version of the sanctioned meet information sheet in a format acceptable to the Pacific webmaster must be sent for posting on the Pacific Website no later than 30 days prior to the closing date for entries. If an electronic version of the acceptable format is not available, at least one copy of the sanctioned meet information sheet must be mailed to all clubs and one copy each to the meet referee and starter no later than 30 days prior to the closing date for entries.
- The sanction will be granted only with the approval of the sanctions chairman, the meet referee an the meet director. Once the sanction is granted three may be no changes without the approval of the meet referee and the sanctions chairman. sanctions chairman or the Pacific Board of Directors.
- New Meet entries are due two Mondays prior to the meet. Any Zone sanction meet may accept zone entries three Mondays prior to the meet.

Meet Operations Section - Entries
a-d) no change e) 1) No later than the first Monday before the meet, the Meet Director will make provisions to contact (via telephone) a coach or Board Member from each team that has had entries returned. Meet Results 1. No changes 2. An electronic copy of the meet results in a format acceptable to the Pacific webmaster must be sent for posting to the Pacific website. If an electronic version is not available, a copy of the results must be distributed or mailed to every club submitting entries in the meet. Individuals who request copies of the results may be charged a fee not to exceed $10.00. Changes to Section 4 (Age Group Competition Part A 4 d) Swimmers who enter an event for which they are not qualified or have met the next higher time standard, shall scratch from the event. If it is a multi-class meet, the swimmer will be moved to the proper classification rather than being scratched. If the time is greater than the classification cap, the swimmer will be scratched.

April 2002 Board of Directors meeting --
April 24, 2002
- Motions were made, seconded, and approved to approve the following expenditure authorizations: up to $800 to send Judy Szmidt to the annual membership committee meeting at the USA Swiming Training Center, and approximately $1300 to purchase equipment insurance from Inland Marine.
- A motion from the Age Group Committee to change the 2003 Short Course Far Westerns Championship meet format was removed from the table and withdrawn.
- A motion that Age Group Committee review the FWSC format with a view to changing it to a four day format with swimmers allowed to compete in a total of eight individual events was withdrawn.
- The following motion was removed from the tabled and approved as amended: The information from Frank Suchomel's database may be used in accordance with Pacific Swimming procedures as a mechanism to verify the swimmer's meet entry times. Notification of such usage must be included in the meet sheet.

- A motion was made, seconded, and carried that Short Course Far Westerns be lengthened to a full four (4) days with individuals allowed to compete in 8 individual events plus relays. The event format will be determined by the Age Group Committee. The motion was amended to clarify that the length was increased so that all 10/un and 11/12 individual events could be offered.
- A motion was made and seconded that CUDA be excused from paying the late fee for not submitting their Pacific fees to Fred Siegrist within 30 days of the conclusion of their meet. The motion failed.
- A motion was made, seconded, and carried to set determined airfare for the National Disability Championship at $250.
- A summary of the findings of the pool depth survey conducted by Safety Chairman Mike Metcalf was presented.
May 2002 Board of Directors meeting -- May
22, 2002
- A motions was made, seconded, and approved to approve an expenditure authorization of $3840 as a deposit for the Western Zone travel deposit.
- A motion was made, seconded, and carried to approve increasing the stipend for the 2002 Summer Nationals only (Aug 12-17,2002) from $200 to $300 per swimmer
- A motion was made, seconded, and carried to authorize the expenditure of $2250 for the 12-Under AA camp to be held August 17, 2002. These funds will cover the cost of pool, classroom, hotel, clothing, food, athlete speaker and misc. items.
- A motion was made, seconded, and carried to authorize the expenditure of $14,650 for the Junior Leadership camp to be held Sept 13-15, 2002. These funds will cover the cost of pool, classroom, hotel, clothing, food, transportation, athlete speaker and misc. items.
- A motion was made, seconded, and carried to approve recommendations from Local Legislation Ad Hoc Committee (shown above) for changes in the Swim Meet Preparation Section of the Swim Guide. (Some housekeeping changes were made.)
- A 60-day motion was made and seconded to establish procedures for charging for meals at the annual awards banquet. The motion proposes that the cost of a meal at the banquet will be paid for as follows: Pacific Swimming will pay 100% of the meal for honored member of Pacific Swimming, the outstanding Age Group Swimmers, the 2 coaches of the year, the swimmers of the year, the volunteer of the year, Pacific Swimming will pay 100% of the meal for members involved in running the banquet: the Administrative Vice-Chairman, and the Age Group Vice-Chairman. Pacific Swimming will pay 50% of the meal for two parents/primary caregivers of the honored swimmers, and one guest of the honored adults. Children 12 and under will pay the children's rate. All others will pay full price.
- A motion was made, seconded, and carried to approve the 2003 Pacific meet schedule.
- A motion was made and seconded that an Age Group International meet be added to the 2003 Pacific meet schedule to be held the same weekend as the SCSC International meet. The motion failed.
June 2002 House of Delegates meeting -- June 26, 2002
- A motion was made, seconded, and carried to approve Board of Director actions since the last House of Delegates meeting.
- There being no nominations from the floor, a motion was made, seconded, and carried that nominations for the Board of Review be closed and the slate proposed by the election committee be accepted as a white ballot. Elected were George Cleveland, Darryl Woo, John Dorr and Walt Eggert.
- A motion was made, seconded, and carried that the General Chairman be authorized to fill any vaccanies on voting committees that may arise at the USA Swimming convention.
June 2002 Board of Directors meeting -- June 26, 2002
- A motion was made, seconded, and carried that the Y2002 financial assistance for Western Zone swimmers who meet the Pacific hardship criteria be set at a maximum of $100. Normal co-pay for this meet will be $300.
- A motion was made, seconded, and carried that the Board approve the recommendations of the Scheduling Committee regarding hosts for the 2003 Pacific meet schedule. This includes one housekeeping change as to the date of the Jr+ walk-on meet following HS sectional meet.
- A 30-day motion was made and seconded to approve the Board of Directors job descriptions passed out at this meeting. These will then become part of the Policy and Procedures Manual.
- A motion was made and seconded to suspend Pacific rules re notifying swimmers who were not accepted due to cap limitations at the UD AG Open meet. The motion failed.
- A 30-day motion was made and seconded to approve the Entry Time Verification Procedure.
- A 30-day motion was made and seconded to add the following wording to non-championship meetsheets. "Entries will be accepted until the number of splashes exceeds the estimated time line per the four-hour rule based on swimmer's age and gender or until the meet cap limit is reached."
- A motion was made, seconded, and carried that the designated airfare for Senior Nationals in Ft. Lauderdale be set at $500.
- A motion was made, seconded, and carried that the designated airfare for USA Swimming Convention in Ft.Worth be set at $350.

July 2002 Board of Directors meeting --
July 24, 2002
- A 30-day motion was carried to approve the Board of Directors job descriptions passed out at this meeting. These will then become part of the Policy and Procedures Manual.
- A 30-day motion was carried to add the following wording to non-championship meet sheets: "Entries will be accepted until the number of splashes exceeds the estimated time line per the four-hour rule based on swimmer's age and gender or until the meet cap limit is reached."
- A 60-day motion was carried to establish procedures for charging for meals at the annual awards banquet. - A motion was made and seconded to accept two additional swimmers to the Western Zone team since there was confusion as to whether they qualified. The motion proposed that Pacific go through the evaluation process again and if the swimmers qualify, that they be added for a team total of 82 swimmers. The motion failed.
- A motion was made, seconded, and carried that the Board approve the recommendations of the Scheduling Committee regarding the awarding of second round meet bids for 2003 major meets: CAB to host June 14-15 senior meet; PASC to host Nov8-9 Jr+ T&F meet; West Coast Aquatics to host long course Far Westerns.
- A motion was made, seconded, and carried to allow 15-up A+ swimmers to participate in the Dec 7-8 Zone 2 meets hosted by PLS and ALGA. This will not conflict with the PC AG Championships that weekend because that meet is limited to 14-unders.
- A motion was made, seconded, and carried that the Age Group International meet be added to the 2003 Pacific schedule and awarded to SVAA.
- A motion was made and seconded to waive the late fee penalty assessed to Santa Cruz County Aquatics because they were late paying fees for their June meet. The motion failed.
- A 60-day motion was made and seconded that swimmers who qualify "Q" for a specific stroke in a specific distance will be considered qualified at that same level in the equivalent stroke and distance in all courses. If a time does not convert using the formulas in Section 2.D of the Swim Guide, the swimmer will enter at the minimum "Q" standard.
- A motion was made and seconded that there will be a Proof of Time required for all A/G meets with time standards of "Q" or greater and all Senior meets. A swimmer that swims an event and does not get a time equal to or faster than the qualifying time standard will be assessed a fine of $25.00. This fine will not be assessed for any bonus event. The swimmer will not be allowed back in the water until the fine is paid or proof of performance at a prior meet is offered. No penalty will be carried forward from the meet where the fine was assessed. If, after the fine has been paid, the swimmer proves the time, the $25.00 will be refunded to the swimmer. The proof should be sent to the Chairman of the Review committee within 30 days from the last day of the meet. All fines collected at the meet will be sent to the Pacific Swimming Treasurer who will place the money in escrow for 45 days. At the end of this time the money will be divided with 40% going to the swim meet host and 60% going to the Pacific Swimming general fund. The motion was tabled.
August 2002 Board of Directors meeting -- August 28, 2001
- A motion was made, seconded, and carried that Pacific Swimming shall participate in the USA Swimming Outreach Program and offer registration at the USA Swimming registration fee of $5. 00 with no additional fees to Pacific Swimming. The criteria for eligibility shall be that the swimmer's family meets the eligibility requirements for one of the following and the swimmer's sponsoring club shall so certify: Free School Lunch Program, Food Stamps, Family income at or below the state poverty level.
- A motion was made, seconded, and carried that the General Chairman be authorized to sign and send a resolution to USA Swimming: RESOLUTION OPPOSING INCREASES IN USA SWIMMING MEMBERSHIP FEES AND THE IMPOSITION OF A FEE AND REQUIREMENTS ON NEW CLUBS.
- A motion was made and seconded that all delegates who attend USA Convention and are reimbursed by Pacific Swimming to vote on all issues as a unified vote. The majority during the caucus sessions will be the vote of the LSC. The motion failed.
- A 30-day motion was made and seconded to remove from the Swim Guide Section 4.A.2 on page 74. Since we are allowing the use of computer programs to check the swimmers we need to remove the use of "Coach Verification Time" as a means for the swimmer to re-enter the meet, because coaches and swimmers will contest the time verification and the coach will simply state that the swimmer has done the time in practice.
- A 30-day motion was made and seconded to change the classification of swimmers to 8/un and 9-10 Age Group classification. (This would put us in line using the specific "age group classification" and will eliminate the possibility of an 8/un swimming the 500 Free Style. Although USA Swimming lists the group as 10/un, it also does not recognize either the 6/un nor the 8/un events. (8/un's now have a choice of 7 to 9 events to choose from on a meet sheet (per day) with the listing of 10/un's).
An alternate 30-day motion was made and seconded that section 4.B.3.b (page 75) of Swim Guide be amended to read as follows: In timed finals meets, qualified swimmers may compete in five (5) events per day, plus relays, for which they are eligible. 8-UN swimmers may compete in only three (3) events per day, plus relays, unless entered exclusively in 10-UN events.
- A motion was made, seconded, and carried to approve the action of the General Chair in appointing Roshan Mehdizadeh as the new athlete representative replacing Christine Silverfoote who is now attending college.
- A motion was made, seconded, and carried that the Senior meet hosted by CARS on Dec l4-16 use Jr+ T&F time standards.
- A motion was made, seconded, and carried that an errata sheet be added to the Y2003 Swim Guide listing the swimmers who set records in 2001 but were inadvertently left out of the 2002 swim guide. A proposed amendment to repeat all the record holders was defeated.
- A motion was made, seconded, and carried to approve the adjustments in time standards as highlighted in the report of the time standards chairman.
- A motion was made, seconded, and carried to waive the requirement for attendance at Board of Directors meetings for financial assistance for Dave Knochenhauer and Roshan Mehdizadeh to attend this year's USA Swimming convention.
- A motion was made, seconded, and carried to approve two new clubs: New Wave Aquatics of Clayton and Dewing Park Swim Team of Walnut Creek.
September 2002 Board of Directors meeting

- An additional 30 days was added to the 30-day motion to remove from the Swim Guide Section 4.A.2 on page 74. A substitute motion was made and seconded to require that for Q or AA competition, times from sanctioned or approved meets only would be acceptable.
- An additional 30 days was added to the 30-day motion to change the classification of swimmers to 8-Un and 9-10 Age Group classification.
- A motion was made, seconded, and carried on behalf of CARS to increase the entry fees for the Nevada State Short Course Swimming Championship 2002 to $4.00 per individual and $8.00 per relay. An amendment to the motion was made, seconded, and carried to specify that the PC share of the entry fees would remain at $1.10 per individual and $2.00 per relay.
- A motion was made, seconded, and carried that George Cleveland be sent to represent PC at a Southern CA one day workshop for club developments, officials and coaches to be held in Palm Springs. PC intends to host this same type of workshop in the future. George is to be reimbursed up to $600 for his expenses in attending this function.

- A 30-day motion carried to change the existing section 4.A.2 to read as follows. "Swimmers may qualify in any sanctioned meet or unsanctioned meet such as school competition, time trial, or by coach verification. For AA and Q level competition, times from sanctioned or approved meets only will be acceptable."
- A motion was made, seconded, and failed to change the classification of swimmers to 8-Un and 9-10 Age Group classification. (This would put us in line using the specific "age group classification" and will eliminate the possibility of an 8-Un swimming the 500 Free Style. - A 30-day motion was made and seconded to increase the PC fee for seasonal members to $8 from the current $7.50. Taken with the increase by USA Swimming, the total will now be $28. This to be effective for the 2004 membership year.
- A motion was made, seconded, and carried that the Board of Directors recommend approval of the proposed 2003 budget with the revisions as discussed to the House of Delegates
- A motion was made, seconded, and carried that starting in 2004, we make no add on for Pacific Swimming to the dues fee for non-athlete members. After the USA Swimming increase, this would result in a non-athlete membership fee of $40 for individuals.
- A motion was made, seconded, and carried that the Pacifica Sea Lions be awarded the PC SC Age Group Championship meet in December
- A 30-day motion was made and seconded that the Pacific warmup procedure be change to require a three-point entry. Joe is to meet with George Cleveland to get specific wording.

- A motion was made, seconded, and carried to approve the 2003 budget as recommended by the Board of Directors
- The following members were elected to serve on the nominating committee - Gerry Ng (immediate past president), the five Zone Chairmen (or their designee), and Anneliese Eggert.
- Judy Szmidt reported we currently have 324 nonathletes and 29 clubs registered, while Judy Siegrist reported that we have 4571 regular members and 1118 season 2 memberships. These figures are up 34% and 6% respectively compared to the same time last year.

- Motions were made, seconded, and carried to approve the following expenditure authorizations: $5,800 for the Senior Long Distance Training Camp to be held January 23-26, 2003 in Colorado Springs; $6,300 for the 11-14 Age Group Long Distance Training Camp to be held 2/1-2/2003 in Pacifica; $2850 for the Zone 3 Camp to be held 3/22/2003 in Eureka; $2,800 for the Zone 4 Camp to be held 6/21/2003 in Minden; $1750 to order individual awards for the recipients honored at the 2003 Award Banquet; $6512 to purchase airline tickets for the Quad Meet team traveling from San Francisco to Reno; $9,200 for the cost of hosting the 2003 Quad Meet at Reno Jan. 11-12, 2003; and up to $500 to cover airfare to Florida for the LSC General Chairman's workshop.
- A motion was made, seconded, and carried to increase the PC fee for seasonal members to $8 from the current $7.50. Taken with the increase by USA Swimming, the total will now be $28. This to be effective for the 2004 membership year.
- The 30-day motion that the Pacific warm up procedure be changed to require a three-point entry was held over until January.
- A motion was made, seconded, and carried to eliminate the ability of host teams to charge $2 for recording lead-off splits or initial distance times. The authorizing wording would be removed from our Swim Guide and meet sheets. This brings us into conformance with USA Swimming rules and regulations.
- A 30-day motion was made and seconded to move the date of the Senior Winter Championships from 12/12-16/2003 to 12/19-22/2003 to conform to the USF break.
- A 30-day motion was made and seconded that any swimmer qualifying for a C, B, or A (bonus and consolation final or) final race in an individual event who fails to compete in said final shall be barred from further competition for the remainder of the meet, except as noted in Pacific rules B.5.b.(5). A declared false start or deliberate delay of meet is not permitted and will not be regarded as a failure to compete.
- A 30-day motion was made and seconded that PC fine a coach member or a member club representative $100 per swim meet for signing a document which indicates a swimmer is registered with USA Swimming for a meet when that swimmer is not properly registered.
- The following 60-day motion was made and seconded:
Any club wishing to join Pacific Swimming and USA Swimming shall submit to the Membership Chairman an application form, a club profile and a set of bylaws, a team mission statement, a safety action plan for all facilities, a fiscal plan or first year budget, contact information through which the club has secured water for training, and a Federal Tax ID Number. Evidence must be included that he head coach has met the following experience and education standards:
Completion of:
1) USA Swimming Coach Education Requirement
2) Completion (or equivalency) of ASCA Level 2 "Stroke School"
3) Three years experience working as an assistant in a USA Swimming member club.
Or:
1) USA Swimming Coach Education Requirement
2) Completion (or equivalency) of ASCA Level 2 "Stroke School"
3) Completion (or equivalency) of ASCA Level 3 "Physiology School".
When all of the above requirements have been met, the Membership Chairman shall obtain tentative approval for acceptance from the Board of Directors after which the application, etc. will be forwarded to USA Swimming for further processing and final acceptance of the club. The head coach and/or one or more club officer must attend the USA Swimming Club Leadership and Business Management School during their first year of operation in order to re-register for the next year.
