(Summary of motions made and decided, and other significant actions)


January 2003 Board of Directors meeting -- January 24, 2003
  • Clint Benton announced that he had accepted the resignation of Judy Szmidt as Pacific Swimming Non-athlete Registration Chairman effective 12/26/02.
  • A 30-day motion was approved to move the date of the Senior Winter Championships from 12/12-16/2003 to 12/19-22/2003 to conform to the USF break. The motion included a provision to not open the meet for re-bid.
  • A 30-day motion that the Pacific warm-up procedure be changed to require a three-point entry was passed and is to be effective immediately.
  • The following 30-day motion was held over for the February meeting: any swimmer qualifying for a C, B, or A (bonus and consolation final or) final race in an individual event who fails to compete in said final shall be barred from further competition for the remainder of the meet, except as noted in Pacific rules B.5.b.(5). A declared false start or deliberate delay of meet is not permitted and will not be regarded as a failure to compete.
  • The following 30-day motion was approved: that PC will enforce Article 302.4 of the USA Swimming rules and regulations by fining a coach member or a member club representative $100 per swim meet for signing a document which indicates a swimmer is registered with USA Swimming for a meet when that swimmer is not properly registered. The measure is to take effect as soon as clubs are notified.
  • A motion was made, seconded, and approved that the determined airfare for the spring National Championship meet will be $400.
  • The following motions were made by Joe Woo:

    (1) To modify Swim Guide SECTION 3 Conduct of Meet Paragraph B.5.b.(2) to clarify that a declared false start is permissible for timed finals and trials but would not be permitted as a substitution for a late scratch from finals. Also clarify a decline to swim finals as permissible and to be treated as a scratch, thus allowing alternates to be called to fill empty lanes. The paragraph would read as follows (additions are in bold):

    Events seeded on the Deck -- In timed finals meets and during the preliminaries of trial and finals meets there is no penalty for swimmers not checking in for a particular event; they are simply be scratched from it. Swimmers entered in an individual event that is seeded on the deck, in whole or in part, who have checked in for that event, must swim in the event unless they notify the clerk of the course before seeding for that event has begun that they wish to scratch. After the event is seeded, swimmers who wish to withdraw from the event must report to the deck referee prior to the heat is called that they intend to declare a false start or by sitting on the back of the block at the assigned lane when the heat is called. Failure to swim an event without following the proper scratch procedure or the declared false start procedure will result in being barred from the next event in which a swimmer is entered on that day or the next meet day, whichever is first. Events seeded on the deck shall be closed for seeding no earlier than 30 minutes prior to the estimated start of the event.

    (2) Modify Swim Guide SECTION 3 Conduct of Meet Paragraph B.5.b.(4)(i) to read (additions are in bold):

    Any swimmer qualifying for a consolation final or final race in an individual event who fails to compete in said consolation final or final race shall be barred from further competition for the remainder of the meet. A declared false start is not permitted. However, a swimmer may decline to swim finals by reporting to the deck referee when the final heat is called or signify his/her intention by sitting on the back of the block at the assigned lane. A decline to swim finals is to be treated as a scratch from finals. The referee shall fill the vacated lanes with the next qualifying alternates where possible.

February 2003 Board of Directors meeting -- February 26, 2003
  • The following expenditure authorizations were approved: for an unspecified amount to order officials name tags engraved with the PC logo; for up to $5000 to purchase two new computers and a network printer which are needed to run the new USA Registration and Membership software from USA Swimming; for an amount necessary to cover the airfare deposit for Western Zones.
  • George Cleveland's motion re the requirements for clubs wishing to join Pacific Swimming was tabled.
  • The following motion was tabled: any swimmer qualifying for a C, B, or A (bonus and consolation final or) final race in an individual event who fails to compete in said final shall be barred from further competition for the remainder of the meet, except as noted in Pacific rules B.5.b.(5). A declared false start or deliberate delay of meet is not permitted and will not be regarded as a failure to compete.
  • Action on the motions made in January by Joe Woo was postponed until the March meeting.
  • A motion was made, seconded, and failed to refund a swimmer's USA Swimming registration fee due to family hardship.
  • A motion was made, seconded, and carried to refund the Pacific Swimming portion of a swimmer's USA Swimming registration fee due to family hardship.
  • A motion was made, seconded, and carried to approve setting the Age Group International meet entry fee at the same level as the SCSC International meet.
  • A motion was made, seconded, and carried that PC pay for the cost of lunch and meeting room fee for the Club Leadership and Business Management Workshop to be held on May 3, 2003. Cost to PC is estimated at $2,200.
March 2003 Board of Directors meeting -- March 26, 2003
  • A motion was made, seconded, and passed to approve Dash Rothberg as one of the athlete representatives to the Pacific Board of Directors.
  • The following expenditure authorizations were approved: $1550 for the Adam Szmidt Memorial 10-Under camp to be held in Monterey on May 4, and $7,200 for the 11-12 Q Camp to be held in Sunnyvale on April 26-27.
  • A motion requesting approval of the $1000 subsidy for Zone 4 plus $1000 expenses as the host Zone for the Zone All-star meet was passed with an amendment that that all the Zones receive reimbursement up to the budgeted amount when the bills are submitted to the Treasurer.
  • A motion was made to advance legislation to modify Section 102.14.D. of the USA Swimming Code as follows to allow the substitution of alternates in the event of a declared false start:

    102.14.D. Declared false start: Swimmers reporting to the Referee prior to the start of their race and declaring their intent not to compete will be disqualified except as noted in 207.7.9D (1). In other than National Championships, if a declared false start in finals is reported to the Referee prior to the start of the finals, an LSC may allow the substitution of alternates in accordance with the procedures in 207.7.9 D(2),(3) and (4).

  • The following motions were withdrawn:

  • The following motion was removed from the table and withdrawn:
    There will be a Proof of Time required for all Age Group meets with time standards of "AA" and "Q". A swimmer that swims an event and does not get a time equal to or faster than the qualifying time standard will be assessed a fine of $25.00. This fine will not be assessed for any bonus event. The swimmer will not be allowed back in the water until the fine is paid or proof of performance at a prior meet is offered. No penalty will be carried forward from the meet where the fine was assessed. If, after the fine has been paid, the swimmer proves the time, the $25.00 will be refunded to the swimmer. The proof should be sent to the Chairman of the Review committee within 30 days from the last day of the meet. All fines collected at the meet will be sent to the Pacific Swimming Treasurer who will place the money in escrow for 45 days. At the end of this time the money will be divided with 40 percent going to the swim meet host and 60 percent going to the Pacific Swimming general fund.
  • A 30-day motion was made and seconded that meet notices contain the name, e-mail and phone number of the meet computer operator of every meet sanctioned by Pacific Swimming.
  • A motion was made, seconded, and carried to modify the heading for Section 4.C.2 (Age Group Competition) to read: Proof of time for AA and Q meets
  • A 60-day motion was made and seconded to require the meet director or entry person to submit the "received list of swimmers" file (with birth date and Registration number removed) to the Pacific webmaster to be posted on the Meets page under the corresponding meet within 5 days of the entry deadline or when the cap limit is reached, whichever comes first.
  • A motion was made, seconded, and carried that the Board of Directors direct the Referee not to impose any penalties if there is a failure to prove times at the spring 2003 Short Course Far Westerns meet.
  • A 30-day motion was made and seconded to change the date of Short Course Far Westerns in 2004 to avoid conflicting with the sectional meet.
April 2003 Board of Directors meeting -- April 23, 2003 >
  • The following expenditure authorizations were moved, seconded, and carried: $400 for eight new radios for officials and an amount not to exceed $1000 to purchase Top 10 certificates. The latter should be a two-year supply.
  • A motion was made and seconded that meet notices include the name, e-mail and phone number of the meet computer operator. The motion was amended to read that the sanction application include the name, e-mail and phone number of the meet computer operator. If the name is not available when the sanction application is submitted, the information must be provided to John Geary at least 14 days prior to the start of the meet.
  • A motion was made, seconded, and carried that Laurie Benton be appointed to the Membership position on the Board of Directors.
  • A motion was made, seconded, and carried that the following subsection be added to Section 1.D of the Rules and Regulations and that the provisions of the motion be put into effect immediately.

    3. Observed Swims
    a. An observed swim is a swim observed by assigned USA Swimming (USA-S) officials for conformance with USA-S technical rules in a meet conducted under other than USA-S rules. Individual swims may be observed upon request or there may be "blanket observation" of all swims in the meet. Times made in observed swims by athlete members of USA-S during season-culminating Championships may be used for USA-S purposes.
    b. Request for USA-S observers for certification of times must be made to the Pacific Officials Chair at least 10 days prior to the meet. Observers must be certified stroke and turn officials
    c. Following the meet, a designated observer (preferably the meet referee) shall submit a report to the Pacific Officials Chair and the Records Chair certifying that swims were observed for compliance with USA-S rules.
    d. Official results of the observed swims, showing the swimmer's full name, Pacific Swimming club affiliation, and USA-S registration number, shall also be furnished to the Pacific Swimming Records Chair and the Officials Chair.

  • A motion was made, seconded, and carried to authorize PC to charge seasonal clubs a reduced membership fee of $75 starting in 2004.
  • A 30-day motion was made and seconded to approve the 2004 Pacific meet schedule as presented to the Board.
  • A motion was made, seconded, and carried to set the determined airfare travel assistance at $325 for the National Disability Championships in June.
May 2003 Board of Directors meeting -- May 28, 2003
  • The following expenditure authorizations were moved, seconded, and carried: $2350 for the 12&under "AA" camp to be held August 16 at the Koret Swim Center in San Francisco and $14,650 for the Junior Leadership camp to be held August 22-24.
  • A motion to approve the 2004 Pacific meet schedule was made, seconded, and carried, with the following changes: the International meet (hosted by SCSC) was moved by USA-S to May 21-23, 2004; a senior meet will be scheduled for the dates originally reserved for the International meet; the Spring Sectional meet should have been shown as occurring on Mar 11-14, 2004; and the Adam Szmidt Memorial Swim Meet (PC LC Age Group Champs) should have been shown as restricted to "AA" and above PC swimmers.
  • The following 60-day motion made in March was held over to the June meeting: to require the meet director or entry person to submit the "received list of swimmers" file (with birth date and Registration number removed) to the Pacific webmaster to be posted on the Meets page under the corresponding meet within 5 days of the entry deadline or when the cap limit is reached, whichever comes first.
  • A motion was made, seconded, and carried to rescind the motion made at the April meeting that required that the sanction application of every meet sanctioned by Pacific Swimming contain the name, e-mail and phone number of the meet computer operator.
  • A 60 day motion was made and seconded that Pacific publish the Swim Guide on the PC Website and discontinue providing a hard copy.
  • A motion was made and seconded to establish "Consideration Times" for the 13-14, 15-16 and 17-18 age groups (only) at the 2004 Spring Far Westerns. These Consideration times would be the AA times for each Age Group, with the intent of filling a "normal" number of heats in each event. Within one week of the postmark entry deadline, the cut-off time will be posted to the PC Website for any event that contains Consideration swimmers. Swimmers and coaches will be able to access the website to determin which swimmers made the cut. As usual, all swimmers with Q times are automatically accepted. If the Q entries exceed the number of allowed heats, then all Q swimmers will be accepted and there will be no Consideration entries accepted in that event. Entry fees will be refunded for all consideration times that were not were not accepted in the meet. The motion carried with the amendment that the Age Group Committee set the number of heats of 13-14, 15-16 and 17-18 events such that the 2004 FWSC meet would remain at approximately the same size as in 2003.
  • A motion was made, seconded, and carried that Pacific not consider the establishment of a one-time Senior championship level dual meet with Southern California.
  • A motion was made and seconded that PC have on file the dimensions of every pool for which a sanction application is requested. The motion was amended to require the dimensions be on file only for sanction applications for AA+ and above meets for age group meets and Senior Champs and above for Senior meets. Both motions were tabled.
  • A motion was made, seconded, and carried that the General Chairman of Pacific Swimming name a task force to establish guidelines for the application of the 4 hour rule in the LSC. The Task force shall report back to the Board of Directors with its recommentdations in no later than 6 month (i.e. in December 2003). It shall consist of one representative from each Zone plus a coach and an athlete and any other representatives the General Chairman chooses. All reasonable expenses of this committee will be paid by the LSC.
  • A motion was made, seconded, and carried to set the determined airfare for travel assistance at $500 for the Summer National Championships in Maryland.

June 2003 Board of Directors meeting -- June 25, 2003
  • A motion was made, seconded, and carried to approve the expenditure of $86,606 to cover airfare, hotel , bus, food, clothing, canape, entry fees and misc. expenses for the Western Zone meet. The motion was amended to authorize the PC executive committee to approve the expenditures based on more detailed requests.
  • A motion was made, seconded, and carried to approve the 2004 Pacific meet schedule.
  • The 60-day motion originally made in March to require the meet director or entry person to submit the "received list of swimmers" file (with birth date and Registration number removed) to the Pacific webmaster to be posted on the Meets page under the corresponding meet within 5 days of the entry deadline or when the cap limit is reached, whichever comes first, was held over until the July meeting.
  • A motion was made, seconded, and carried to suspend the proof of times requirement as stated in the meet sheet for the Adam Szmidt Memorial Pacific Swimming Age Group Championships scheduled for July 17-20.
  • A 60-day motion was made and seconded that Pacific Swimming will keep a list of all pools that meet the length requirements, as published by USA-S and FINA, so that USA-S and/or FINA records can be set. A copy of the pool measurements needs to be on file with the Pacific Swimming Sanctions chairman. A separate 60-day motion was made and seconded that all sanctioned swim meets held at pools that are not on this list will include the following words: "Q times and above will NOT be official times at this pool."
  • A motion was made, seconded, and carried to approve the club membership of East Valley Family YMCA of San Jose (EVY).
July 2003 Board of Directors meeting -- July 23, 2003
  • A motion was made, seconded, and carried to approve the expenditure of of $1628 for the purchase of a new computer for the Records and Top 16 times coordinators. This was necessitated by program changes by USA Swimming in these programs.
  • The 60 day motion made at the May meeting that Pacific publish the Swim Guide on the PC Website and discontinue providing a hard copy was withdrawn.
  • The 60-day motion originally made in March to require the meet director or entry person to submit the "received list of swimmers" file (with birth date and Registration number removed) to the Pacific webmaster to be posted on the Meets page under the corresponding meet within 5 days of the entry deadline or when the cap limit is reached, whichever comes first, was held over until the October meeting.
  • A motion was made, seconded, and carried that the travel assistance for the US Aquatic Sports Convention be set at $200.
  • A 60-day motion was made and seconded that the Pacific Swimming Bylaws be changed so that Board of Director meetings will be held at least 6 times per year (approximately every other month).
  • A motion was made, seconded, and carried that the meet sheet for the December 2003 Senior SC Championship include a provision giving a one week priority to Pacific swimmers following the same procedure used for Zone preference in Age Group meets.
  • A motion was made, seconded, and carried that the Memorial Day Age Group Open meet be awarded to Tiger Aquatics and the July 4th weekend Age Group Open meet be assigned to the Ukiah Dolphins.
  • A motion was made, seconded, and carried to approve the following new club members: Betty Wright Swim Center (BWSC) of Stanford, CA, and Swimcraft (SC) of San Carlos, CA.
  • A 60-day motion was made and seconded that sections 3.C.1-3 in the Pacific Rules and Regulations be replaced as follows::

    C. Meet Results

    1. The following must be sent by electronic mail by the next day after the meet to results@pacswim.org:

      1. Hy-Tek
        1. SDIF or COMMLINK file of the complete meet (include all teams).
        2. HTML file in publication order
        3. The files should be zipped and attached to an email. DO NOT put the files in the body of the e-mail.
      2. SAMMS
        1. Under post meet outputs use the "create results diskette" option and send the executable file. The file will be labeled XXXXMY.exe (club acronym, month and year of the meet.exe)
        2. This file contains the results in HTML publication format and the SDIF file of the meet.
      3. All Others
        1. Your program must provide a SDIF file and HTML file in proper result sequence mandated by USA Swimming.
        2. The files should be zipped and attached to an email. DO NOT put the files in the body of the email.
    2. Include the name, email address and phone number of your computer operator and, if different, the name, etc. of the person who is sending the file. Results need only be sent to the E-MAIL address; everyone who needs the results will receive them from that single address.

    3. Results must list first and last name of swimmer, age, club affiliation, LSC designation (if not Pacific), and time. (Include both trials and finals times for a trials and finals meets) First and last name, age and registration number of each swimmer, on a relay team must be listed if the time is a National Age Group Reportable Time. (See instructions included with meet director's report forms.)

  • A 30-day motion was made and seconded to amend the following Section 9.C of the Pacific Rules and Regulations as follows:
    1. In 1.a eliminate the words "represent a Pacific-member college or university".
    2. Change 9.C.2.a to read, "The swimmer may register, or transfer to, their school LSC during the school season. The school swim season shall be as defined in USA rule 203.4. Such registration shall not be considered an interruption of the continuous registration so long as the swimmer immediately transfers to, or registers in, Pacific Swimming at the end of his/her school swim season and before further competition in USA Swimming sanctioned events."
    3. Renumber the existing a., b., and c., b., c., d.
    4. Further c., now renumbered d., should be changed to add after following sliding scale, "except that for swimmers registering in accordance with a. above shall have the "Registered Before" be interpreted as the date immediately following the date their school swim season."
August 2003 Board of Directors meeting -- August 27, 2003
  • A motion was made, seconded, and carried that $515 be approved to reimburse the Dillinghams for the purchase of a high speed printer to produce the necessary reports from their database.
  • A motion was made, seconded, and carried to approve $400 ($350 airfare and $50 misc.) to send Gerry Ng to the USA-S Officials Chairman workshop to be held in Colorado Springs.
  • The 60-day motion was brought up for consideration that Pacific Swimming will keep a list of all pools that meet the length requirements, as published by USA-A and FINA, so that USA-S and/or FINA records can be set. A copy of the pool measurements needs to be on file with the Pacific Swimming Sanctions chairman. This motion was tabled.
  • A 60-day motion that all sanctioned swim meets for pools that are not on this list will include the following words: "Q times and above will NOT be official times at this pool." was tabled.
  • The 60-day motion that the Pacific Bylaws be changed so that Board of Director meetings will be held at least 6 times per year (approximately every other month) was withdrawn.
  • The 30-day motion to amend section 9.C of the Pacific Rules and Regulations was approved.
  • A motion was made, seconded, and carried that the City of Palo Alto be given until September 15, 2003 to measure the dimensions of the Rinconada Park Pool in accordance with USA-S standards. The measurements must be performed by a certified surveyor or registered engineer. No meets will be sanctioned in this pool until the measurement has been performed.
  • A motion was made and seconded that PC undertake the project of measuring every pool used to hold AA+ and above competition and maintain this information in a database. The information must be on file with the Sanction's Chair. This motion was tabled.
  • A motion was made, seconded, and carried that Pacific rescind the policy of providing an incentive for early club renewal. This took the form of a drawing among all clubs that had renewed their USA membership by Dec 1. The club selected by draw was rebated the amount of its annual dues.
  • A motion was made, seconded, and carried that the Winter Senior Championship meet be hosted by the Board of Directors and held December 12-15 at Oceana HS in Pacifica.
  • The membership chair reported that the following clubs had changed their names but not their acronyms: Berkeley Bear Swimming (BEAR) to Bear Swimming, and Valley Dolphin Aquatics (VDA) to Ripon Valley Dolphin Aquatics.
September 2003 Board of Directors meeting -- September 24, 2003
  • A motion was made, seconded, and carried to approve an expenditure authorization of $1000 for hospitality and $200 for pool deposit for the Senior meet to be hosted by the Board of Directors in December.
  • A motion was made, seconded, and carried to approve an expenditure authorization of $500 for room deposit for the Officials Clinic to be held in January.
  • A motion was made, seconded, and carried that Pacific Swimming shall cover the annual non-athlete registration fee for those members of the Board of Directors who are not Life Members of USA Swimming.
  • A 60-day motion originally made in March to require the meet director or entry person to submit the "received list of swimmers" file (with birth date and Registration number removed) to the Pacific webmaster to be posted on the Meets page under the corresponding meet within 5 days of the entry deadline or when the cap limit is reached, whichever comes first, was withdrawn.
  • A motion was made, seconded, and carried that in 2004 and future years, the annual donation to the San Lorenzo Community Church be made in June.
  • A 60-day motion was made and seconded that the three 'AA' meets in Pacific Swimming be designated as "Junior Olympic" meets, and that Pacific Swimming Time Standards identified as 'AA' be renamed to 'JO'. This change would take effect in 2005.
  • A motion was made, seconded, and carried that Zone 3 be allowed to adjust the 'A' time standards in order to accommodate the pool limitations for their championship meet.
  • A 30-day motion was made and seconded that a revision be accepted to the conversion tables for meter-to-yard and yard-to-meter times as published on the Pacific Swimming website and in the Pacific Rules and Regulations, Section 2 - Swim Meet Preparation, D. Yard/Meter Conversions. The intent is to conform with formulas approved by the Western Zone. (proposed revisions to time conversion formulas)
  • A motion was made and seconded that Article 2 of the Pacific Swimming ByLaws (Membership: Section 2.3 - Club Safety Coordinator) be amended to read: "Each Club Member shall appoint an Active Individual Member or a Coach Member to be a Club Safety Coordinator."
  • A motion was made and seconded that Article 14 of the Pacific Swimming ByLaws (Permanent Office and Staff) be amended from "This Article reserved for future use." to read:
    • 14.1 Office - Pacific Swimming may maintain an office in the Territory for the storage of the books and records and equipment of Pacific Swimming and for other purposes as may be determined by the House of Delegates or the Board of Directors in accordance with the ByLaws.
    • 14.2 Staff - Pacific Swimming may retain paid staff at the Pacific Swimming Office as the Board of Directors may determine to be appropriate or necessary. The staff shall be under the general supervision of the General Chairman and the Administrative Vice-Chairman. With respect to delegated functions of the officers, committee chairmen and coordinators, the staff shall be responsible to the respective officer, committee chairman or coordinator. The power and duties of the paid staff shall be established in Pacific Swimming's Policies and Procedures Manual or by resolution of the Board of Directors or by delegation approved by the Executive Committee.
    • 14.3 Appropriations - The Budget Committee shall include in its proposed budget a line item for the costs of Pacific Swimming's Office inclusive of the compensation and benefits costs of the paid staff. Once appropriated by the House of Delegates, the Executive Committee shall be responsible, together with the General Chairman, for the administration of those funds. The compensation of the staff shall to the extent possible be treated as confidential.

  • A 30-day motion was made and seconded that the revised WZCTs and PRT times for 2004, as determined by formula for annual revision, be accepted.

October 2003 Board of Directors meeting -- October 22, 2003
  • A motion was made, seconded, and carried to approve an expenditure authorization of $17,260 for the 2004 Senior OTC camp to be held Jan 29-Feb 1, 2004 in Colorado Springs. This would cover the cost of airfare and room & board for 24 swimmers and 5 staff, and is the amount approved in the 2003 budget.
  • A motion was made, seconded, and carried to approve an expenditure authorization of $1600 for a deposit on airfare from Oakland to Seattle for the Quad Meet in Olympia, WA, in January 2004. This will hold 40 seats.
  • A motion was made, seconded, and carried to approve an expenditure authorization of $580 for 3 new printers and 3 additional cartridges.
  • A 30-day motion made in September that the conversion tables for meter-to-yard and yard-to-meter times be revised was approved. (approved revisions to time conversion formulas)
  • A 30-day motion made in September to add altitude adjustments as a new Section 2.E to the Pacific Rules and Regulations was withdrawn.
  • A 30-day motion made in September that Article 2 of the Pacific Swimming ByLaws (Membership: Section 2.3 - Club Safety Coordinator) be amended to read: "Each Club Member shall appoint an Active Individual Member or a Coach Member to be a Club Safety Coordinator" was approved.     C. Meet Results

    1. The following must be sent by electronic mail by the third day after the meet to results@pacswim.org:

      1. Hy-Tek
        1. SDIF or COMMLINK file of the complete meet (include all teams).
        2. HTML file in publication order
        3. The files should be zipped and attached to an email. DO NOT put the files in the body of the e-mail.
      2. SAMMS
        1. Under post meet outputs use the "create results diskette" option and send the executable file. The file will be labeled XXXXMY.exe (club acronym, month and year of the meet.exe)
        2. This file contains the results in HTML publication format and the SDIF file of the meet.
      3. All Others
        1. Your program must provide a SDIF file and HTML file in proper result sequence mandated by USA Swimming.
        2. The files should be zipped and attached to an email. DO NOT put the files in the body of the email.
    2. Include the name, email address and phone number of your computer operator and, if different, the name, etc. of the person who is sending the file. Results need only be sent to the E-MAIL address; everyone who needs the results will receive them from that single address.

    3. Although it is recommended that a meet be computerized, when that is not possible, results or individual times may be submitted manually but must include the information listed in paragragh 4 below.

    4. Results must list sanction number of the meet (if applicable), first and last name of swimmer, age, club affiliation, LSC designation, and time. (Include both trials and finals times for a trials and finals meet.) First and last name, age and registration number of each swimmer on a relay team must be listed in the order that they swam if the time is a National Age Group Reportable Time. (See instructions included with meet director's report forms.)

    Renumber Paragraphs 4 and 5 to 5 and 6.
    5. Swimmers must be listed in descending order of time - fastest to slowest.
    6. Failure to provide meet results as required shall be grounds for denying future sanctions

  • A motion was made, seconded, and carried that the determined airfare to the U.S. Open Dec. 4-7 in Seattle shall be set at $200.
  • A motion was made, seconded, and carried that travel reimbursement for airfare for a representative from Pacific to travel to Colorado Springs for the Adapted Swimming Workshop in January 2004 shall be set at $350.
  • A motion was made, seconded, and carried to change Section XVII 3.0 of the Policies and Procedures Manual to read: "The co-pay for camps held within Pacific Swimming shall be $20.00 per day $15.00 for one day camps and 30% of the total cost of the camp for multiple day camps."
  • )A motion was made, seconded, and carried to change Section SVII 4.0 of the Policies and Procedures Manual to read: The co-pay for camps held outside Pacific Swimming shall be 30% unless otherwise specified by the Board of Directors 35%. This would apply to the Senior Distance Camp held at the OTC in January.
  • The following 30-day motion was made and seconded: "A club wishing to host a Zone-awarded meet at a pool outside of their Zone must receive approval of the meet from the other Zone. After such approval, the club may process the meet sanction through and in accordance with procedures of their own Zone or under mutually agreed upon conditions. Any dispute regarding such meets will be adjudicated by the Pacific Swimming Board of Directors." (If approved, the motion would be added to the Policies & Procedures Manual, Section 9 - Sanctions and Meet Approval.)
  • A motion was made and seconded to change Section 3.B.5.b(2) of the Pacific Swimming Rules & Regulations as follows: "Events Seeded on the Deck - In timed finals ----------- Failure to swim an event will result in being barred from the next individual event in which a swimmer is entered on that day or the next meet day, whichever is first. This rule shall be in effect at meets classified as A+ or higher, (AA, Q, Jr, Jr+, Sr, Sr T&F). Events seeded on deck---------estimated start of the event." The motion was tabled.
  • A motion was made, seconded, and carried to change Section XVI - Awards and Banquets, of the Policies and Procedures Manual as follows: 1.0 "There shall be an annual ... for short and long course achievements. Swimmers moving into Pacific to attend a university (whether or not on scholarship) are not eligible for these awards, as they do not meet the age group requirements. Awards shall also ..."
  • A motion was made and seconded that version 2 of the proposed Pacific Swimming budget for 2004 be accepted. The motion will be taken up at the December board meeting.

December 2003 Board of Directors meeting -- December 3, 2003
  • A motion was made, seconded, and carried that Version 3 as modified of the Pacific Swimming 2004 proposed budget be accepted.
  • A motion was made, seconded, and carried to approve an expenditure authorization of $4,900 for the 2004 Senior OTC camp to be held Jan 29-Feb 1, 2004 in Colorado Springs. This would cover clothing, speaker, tests and misc expenses, and is the amount approved in the 2004 budget.
  • )A motion was made, seconded, and carried to approve an expenditure authorization of $9,100 for the 11/12 AA+ camp to be held Jan 24-25, 2004, in Pacifica. This would cover pool cost, classroom, hotel, food, transportation, clothing, speaker and misc expenses, and is the amount approved in the 2004 budget.
  • A motion was made, seconded, and carried to approve an expenditure authorization not to exceed $10,000 for the Annual Awards Banquet, as budgeted for 2004.
  • A motion was made, seconded, and carried to approve an expenditure authorization not to exceed $1,800 for awards to be presented at the Annual Banquet, as budgeted for 2004.
  • A motion was made, seconded, and carried that the three 'AA' meets in Pacific Swimming be designated as "Junior Olympic" meets, and that Pacific Swimming Time Standards identified as 'AA' be renamed to 'JO'. Said change to take effect in 2005. (Note: Larry Rice and Dave Knochenhauer will obtain approval for use of the word "Olympic" from USA-S in accordance with Section 202.2.5 of the USA-S Rules and Regulations.)

  • The following 30-day motion was made and seconded: that all meet entry times must be submitted for verification; a file of meet entries may be sent to Frank Suchomel or to another source. Change of entry times will remain the discretion of the meet referee. Language previously approved by Pacific, which is currently optional, will become mandatory in meet sheets: "Entry times submitted for this meet will be checked against a computer database and may be changed in accordance with Pacific Swimming Entry Time Verification Procedures." The motion is to be amended to include location in Pacific Rules & Regulations, Policies & Procedures, etc.
  • A motion was made, seconded, and carried that the determined airfare to Spring Nationals in Orlando shall be set at $450.
  • The next Board of Directors meetings will be held on the following Wednesdays: 28 January 2004, 25 February 2004, and 24 March 2004.
