(Summary of motions made and decided, and other significant actions)


January 2004 Board of Directors meeting -- January 28, 2004
  • Approval was received from USA Swimming for the renaming of meets from "AA+" to "Junior Olympic", in confirmation of the motion approved by Pacific in December.
  • The General Chair approved a change of meet fees to $4.00 for individual events and $8.00 for relays, for the Nevada State Championships to be held February 13-16 in Carson City. These are the amounts approved in the past.
  • McCall Dorr and Amy Ng are developing a program to be called Pacific STUDS (Striving To Unite and Develop Swimmers) to bring together younger swimmers and experienced swimmers. They envision seminars at meets and camps to promote the advantages of staying with swimming as a sport throughout the middle and high school years and to think about swimming in college. They propose to integrate this program into the existing structure in Pacific Swimming, and ask for guidance and sanction by Pacific. They need a coach and a board member to sponsor their activities; Ron Heidary has offered to be the coach. Mary Yoshida was appointed by Chairman Clint Benton to coordinate activities with the Camp Programs. McCall and Amy anticipate planning activities during the Spring and executing these activities during the summer of 2004.
  • A motion was made, seconded, and carried to approve an expenditure authorization of $2,850 for the North Coast Zone 3 camp to be held March 27, 2004, in Eureka. This would cover pool, classroom, hotel, food, clothing, speaker, and misc. expenses.
  • A motion was made, seconded, and carried to approve an expenditure authorization of $250 to send Darryl Woo to Redding to make arrangements for the Western Zone meet.
  • A motion was made and seconded that all meet entry times must be submitted for verification; a file of meet entries may be sent to Frank Suchomel or to another source. Change of entry times will remain the discretion of the meet referee. Language previously approved by Pacific, which is currently optional, will become mandatory in meet sheets: "Entry times submitted for this meet will be checked against a computer database and may be changed in accordance with Pacific Swimming Entry Time Verification Procedures." After discussion, the motion was tabled.
  • A motion was made, seconded, and carried that Presidio Aquatics Club of San Francisco be accepted as a new club in Pacific Swimming and their acronym (PRES) be approved.
  • A motion was made, seconded, and carried that Solo Swim Club be permitted to change its name to Solo Aquatics.
February 2004 Board of Directors meeting -- February 25, 2004
  • A motion was made, seconded, and carried to approve an expenditure authorization of $2,850 for the Adam Szmidt Memorial Camp for 10/Under to be held May 2, 2004, in Sunnyvale. This would cover pool, classroom, hotel, food, clothing, speaker, and misc. expenses.
  • A motion was made, seconded, and carried to approve an expenditure authorization of $1050 to refund $70 to each of the 15 families who sent swimmers to the 2004 OTC Distance Camp.
  • A motion was made, seconded, and carried to remove the motion from the table regarding the requirement to submit all meet entry times for verification. The motion was then amended.
  • The following motion was made, seconded, and carried: For meets with qualifying entry times or when awards are based on entry time flights, all entry times must be submitted for verification to a source designated by Pacific. Change of entry times will remain the discretion of the meet referee. The following language will be mandatory in meet information sheets for such meets, effective September 1, 2004: "Entry times submitted for this meet will be checked against a computer database and may be changed in accordance with Pacific Swimming Entry Time Verification Procedures."
  • A 30-day motion was made and seconded that Pacific Swimming sanction an Open Water Championship, to be held the first week in October 2004 and hosted by DACA. The event would be held in the Stevens Creek Dam and would be part of the City of Cupertino Oktoberfest. A portion of the proceeds would be donated to the Cupertino Senior Citizens Group. Fees would be set at $25.00 for pre-registration and $45.00 on the day of the meet. This event would be open to USA-S registered age group swimmers, and may be opened to Masters swimmers at a later date.
  • A 60-day motion was made and seconded that Pacific Swimming Age Group time standards be replaced with USA-S Age Group Motivational Time Standards, effective January 1, 2005. This motion was referred to the Time Standard Committee for analysis and recommendation.
  • A 60-day motion was made and seconded that age group meets be scheduled to separate novice (C and B) swimmers from experienced (A and above) swimmers.
  • The Task Force to review the Competitive Program in Pacific Swimming was appointed in May 2003 under the direction of chairman Anneliese Eggert to identify problems and propose solutions related to the overcrowding of meets in Pacific, resulting in swimmers being denied entry. One suggestion is that meets be limited to two classes of swimmers. The report of the task force has been posted on the Pacific website, and supporting spreadsheets are available by email from Anneliese aeggert@worldnet.att.net). Prior to developing the Zone schedules for next year, teams and Zones are urged to review this report and its recommendations.
  • The Scheduling Committee met tonight and established a tentative schedule for 2005. They have added back a Jr+ Meet that had been removed a few years ago. Those teams which have an interest in adding a particular event/date to the Schedule need to email this information to Kim Jew (kimjew@comcast.net) prior to next month.
  • Now available on the website is a report by Bob Rodriguez, coach of the Mendocino Coast Sea Lions in Fort Bragg, who attended a USA Swimming Adapted Swimming workshop in Colorado Springs as Pacific's representative.
March 2004 Board of Directors meeting -- March 24, 2004
  • A motion was made, seconded, and carried to approve an expenditure not to exceed $340 for attendance at the LSC Safety Chairs meeting in Atlanta.
  • A motion was made, seconded, and carried to approve an expenditure not to exceed $450/person for up to two people, for airfare, meals not provided, and all informational materials and supplies for the Referee/Facilitators Workshop to be held May 29-31 in Dallas. USA Swimming will provide hotel rooms.
  • A motion was made, seconded, and carried to approve an expenditure not to exceed $2000 to replace the laptop, printer, and software for the Age Group Committee.
  • A motion was made, seconded, and carried that Pacific Swimming sanction an Open Water Championship, to be held the first week in October 2004 and hosted by DACA. The event would be held in the Stevens Creek Dam and would be part of the City of Cupertino Oktoberfest. A portion of the proceeds would be donated to the Cupertino Senior Citizens Group.   • The motion approved last month regarding time verification did not specify where it will be added to the Rules & Regulations or Policies & Procedures. This was determined to be a housekeeping item, and the motion will be added to the Rules & Regulations, Section 2 Swim Meet Preparation, A. Meet Information Sheet, new paragraph 7, and will be included in the Eligibility paragraph of meet information sheets.
  • The following 30-day motion was made and seconded:

    To add to the Glossary in the Pacific Swim Guide: "Official Time - An Official Time is the time achieved in a sanctioned meet, an observed meet, or an observed swim which meets all USA Swimming Technical Rules."

    Also to add to the Policies & Procedures Manual, Section XII (Meet Operations), 18.0: "For the purpose of "Proof of Time", an Official Time may be verified as follows:

    1. USA Swimming database (SWIMS/Star database),
    2. Printed Official Meet Results (entire meet results),
    3. Listing in an authorized LSC Database.
    Examples of an authorized LSC Database are:
    1. results on an LSC Website
    2. results in the LSC Records Database
    3. results in a third party database that has been accepted by the LSC
    Examples of a third party database that has been accepted by the LSC are
    1. records database run by Pacific Swimming Records Chair
    2. verification database run for Pacific by an authorized volunteer
    3. Swim Connection database which is a for profit business providing services to Sierra Nevada, Ohio and Central California Swimming
    4. Hy-Tek Team Manager database for some contracted LSCs

     

  • A 60-day motion was made and seconded that Pacific Swimming donate $250,000 to the Salinas Community Pool Foundation to assist in the construction of a new "covered" 50-meter pool and an indoor 25-yard community pool complex, in the form of a pledge with the following payment schedule: $100,000 at the commencement of pool construction (current planned date is May 2005), $100,000 in the following year (no earlier than January 2006 and at least eight months after construction is begun), $50,000 at the completion of the pool construction (current planned date is July 2006). Pacific will have the option to use the facility to host swim meets, swim camps, and other swimming related functions up to five times per year on any weekends except the second and third week of July. This usage right shall be part of SVA's agreement with the City of Salinas and shall be in force throughout the same duration of the agreement between SVA and the City. Questions should be addressed to Age Group Chairman Joe Woo.
  • A 30-day motion was made and seconded to approve the following addition to the Pacific Swimming Policies and Procedures Manual: "At the conclusion of the Senior OTC Distance Camp, the camp coordinator will calculate the 35% co-pay based on the actual cost of the camp. If this amount exceeds the co-pay paid at the time of application for the camp (which was based on the budgeted cost of the camp) by $50 or more, the camp coordinator will request that the Board of Directors approve a reimbursement of the difference be given to each of the families who had swimmers that attended the camp."
  • A motion was made, seconded, and carried that the determined airfare shall be $400 for participation at the Disability Championships in Minneapolis in April 2004.
  • A motion was made, seconded, and carried that the determined airfare shall be $200 for participation at the Olympic Trials in Long Beach in July 2004.
  • A motion was made, seconded, and carried that travel assistance of $400 in addition to the determined airfare be approved for participation at the Olympic Trials in Long Beach in July 2004
  • Next meeting will be April 28, 2004.
April 2004 Board of Directors meeting -- April 28, 2004
  • A motion was made, seconded, and carried to approve an expenditure not to exceed $7500 for Pacific Swimming to underwrite the cost of the Officials and Coaches Social to be held at Senior Nationals in August. The event is expected to attract 250-400 people and will be held at Stanford immediately following finals on the shortest evening (Thurs).
  • A motion was made, seconded, and carried to approve an expenditure of $2850 for the Zone 4 Stars & Future Stars Camp to be held June 19, 2004, in Minden, NV. This would cover pool, classroom, hotel, food, clothing, speaker and miscellaneous expenses, and is the amount approved in the 2004 budget.
  • A motion was made, seconded, and carried to approve an expenditure not to exceed $600 to purchase a new copier with supplies, for the Camps Committee. Funding will not require additional budget; it will be taken from the camp administration budget.
  • The following 30-day motion was approved:

  • A motion was made, seconded, and carried to approve the following addition to the Pacific Swimming Policies and Procedures Manual: At the conclusion of the Senior OTC Distance Camp, the camp coordinator will recalculate the 35% co-pay based on the actual cost of the camp. If this amount exceeds the co-pay paid at the time of application for the camp (which was based on the budgeted cost of the camp) by $50 or more, the camp coordinator will authorize a reimbursement of the difference be given to each of the families who had swimmers that attended the camp.
  • A motion was made, seconded, and carried to amend the preceding ing motion (re camps) to eliminate Board of Directors' approval for each reimbursement.
  • A motion was made and seconded that Pacific Swimming Age Group time standards be replaced with USA Swimming Age Group Motivational Time Standards, effective January 1, 2005. The motion was referred to the Time Standards Committee for analysis and recommendation.
  • A motion was made and seconded that age group meets be scheduled to separate novice (C and B) swimmers from experienced (A and above) swimmers. The motion failed.
  • A motion was made, seconded, and carried that fees for Pacific athletes and non-athletes, including seasonal members, be maintained with no increase for 2005.
  • A 30-day motion was made and seconded that effective January 1, 2005, invitational meets be assigned the same fee structure as "A up to AA" meets.
  • A motion was made and seconded that entry times may be "proved" by coaches, at Junior meets only. The motion failed.
  • A 30-day motion was made and seconded that for each provable time at a Jr+ meet a swimmer may enter two bonus events, to be offered at the option of the host club.
  • A 30-day motion was made and seconded that for all meets requiring proof of time, the host club shall be required to provide Internet access (phone line and computer) at the meet.
  • A motion was made, seconded, and carried to approve a travel allowance for Summer Nationals of $50 for a distance under 200 miles, and $75 for a distance of 200 miles or more.
  • A 60-day motion was made and seconded that effective January 1, 2005, the USA Swimming Top 16 Based time standards will be adopted as the basis for the Pacific Swimming time standards, with the following changes: BB times will not be used for Pacific Swimming, AA times will be renamed JO times, AAA times will be renamed Q times, and AAAA times will not be used. C times will be defined as any time slower than a B time; PRTs will continue to be updated each year as currently defined by PC procedures. NRT times remain unchanged (the NRT is a USA Swimming-defined time). As there are no time standards for 8/Under in USA Swimming, the 8/Under time standards will continue to be defined by Pacific Swimming. Pacific Swimming will automatically update these time standards each "quadrennium" (every four years) when the USA Swimming Top 16 Based time standards are updated.
  • A 30-day motion was made and seconded that the 2005 Pacific meet schedule as proposed be accepted for bids, with dates for Spring Sectionals and summer Jr. Nationals to be added when available.
  • A motion was made, seconded, and carried to reschedule our July meeting to July 21, subject to approval by the San Lorenzo Community Church, as the regular July 28 date conflicts with the first day of long course Far Westerns.
  • The next Board of Directors meetings will be held on the following Wednesdays: 26 May 2004, 23 June 2004, and 21 July 2004.
May 2004 Board of Directors meeting -- May 26, 2004
  • The motion made in April and deferred to the this meeting that Pacific Swimming Age Group time standards be replaced with USA-S Age Group Motivational Time Standards, effective January 1, 2005, was withdrawn.
  • The 30-day motion deferred to this meeting that invitational meets be assigned the same fee structure as "A up to AA" meets, to be effective January 1, 2005, was carried.
  • A 30-day motion was held over to this meeting that for each event entered with a provable time at a Jr+ meet, a swimmer may enter two bonus events, to be offered at the option of the host club. An amendment was offered to limit the number of bonus events to 2 for the entire meet, to be in line with the existing rule for Sr meets; the amendment failed. The motion passed and will be effective January 1, 2005.
  • The 30-day motion that for all meets requiring proof of time (J.O. meets), the host club shall be required to provide Internet access (phone line and computer) was deferred to June (neither of the makers was present).
  • A 30-day motion that the 2005 meet schedule as proposed be accepted for bids, with dates for Spring Sectionals and summer Jr. Nationals to be added when available, was approved.

    • A motion was made and seconded that Pacific should execute their own agreement with the City of Salinas (so as not to be dependent upon the relationship between SVA and the City). The motion was withdrawn.
    • A motion was made to table the primary motion above. The motion failed.
    • A motion was made and seconded that the funding be revised to $50,000 at commencement of construction and $50,000 at completion, for a total donation of $100,000. The motion failed.
  • The following 30-day motion was made and seconded:
    • "It shall be the policy of Pacific Swimming that the following information, and only the following information, shall be acceptable for publication in any form, including but not limited to the world wide web, regarding any Pacific Swimming member without the express written authorization from the athlete, if of majority; the athlete's parent/guardian, if a minor; or the non-athlete member: name, age in years, club affiliation, time and place achieved in an event, and any awards or honors received by the athlete. It shall be the policy of Pacific Swimming that USA Swimming membership numbers and "trouble lists" (either registration or monetary) shall not be published on the web. This policy shall be effective immediately upon passage."
  • The following 30-day motion was made and seconded:

    Pacific Swimming follows the rules and procedures in the USA Swimming National Time Verification Handbook, "OBSERVED MEETS" on pages 10-11, and utilizes the blanket observation provisions for all observed meets, high school or college. Requests for a meet to receive blanket observation shall be submitted 10 days in advance of the first day of the meet in order to allow sufficient time to arrange for qualified observation officials. Requests received less than 10 days in advance will be honored if it is reasonably possible to make the necessary arrangements.

    Coaches do not have to declare in advance to the observers what event the athletes will be swimming if a meet is receiving blanket observation (all swims observed). Verification requests may be made after the swims. It should be noted that if a swim is in compliance with USA Swimming rules and the meet has received blanket observation, the swim is a valid time whether the coach or swimmer requests a proof of reportable time or not.

    The USA Swimming disqualifications should be recorded on heat sheets and turned in to the meet referee for signature and submitted to Judy Siegrist. A copy of the official final results along with an electronic file (which meets the SDIF standard) of the results should also be provided.

    Times in compliance with USA Swimming rules will be automatically entered from the meet results into the SWIMS Times Database, if the swimmer is registered at the time of the observed meet. Other times for registered swimmers, including those who register after the date of the observed swim, will be entered upon receipt of a specific request.

    All requests for blanket observation of meets must be made to Pacific Swimming Officials Chair or his designee. The "Form B" is located on the Pacific Swimming website.
    The meet officials need to be approved prior to the meet. All requests for verification of those observed meets may be sent to Judy Siegrist, Pacific's National Times Verification Officer. Her phone number is 925-933-0395 and her fax number is 925-935-5528, or email address judy@pacswim.org.

  • A 30-day motion was made and seconded that Pacific Swimming shall adopt new B time standards for 8/Under swimmers.
  • A motion was made and seconded that Pacific forgive the 10% penalty for late submittal of fees from Zone 1 South Champs. The motion failed.
June 2004 House of Delegates meeting -- June 23, 2004
  • A motion was made, seconded, and carried to approve the Board of Directors' actions since the last House of Delegates meeting.
  • The following members were elected to the Board of Review: Gwenn Chong, John Dorr, John Geary, and Darryl Woo. Their term begins September 1st.
  • Treasurer Fred Siegrist reported that for the first time, Pacific is showing a lower number of athlete registrations compared to the previous year.
June 2004 Board of Directors meeting -- June 23, 2004
  • The motion originally made in March that Pacific Swimming donate $250,000 to the Salinas Community Pool Foundation to assist in the construction of a new "covered" 50-meter pool and an indoor 25-yard community pool complex, was approved by a written ballot of 26-9. The donation is in the form of a pledge with the following payment schedule: $100,000 at the commencement of pool construction (current planned date is May 2005), $100,000 in the following year (no earlier than January 2006 and at least eight months after construction is begun), $50,000 at the completion of the pool construction (current planned date is July 2006). Pacific will have the option to use the facility to host swim meets, swim camps, and other swimming related functions up to five times per year on any weekends except the second and third week of July. This usage right shall be part of SVA's agreement with the City of Salinas and shall be in force throughout the same duration of the agreement between SVA and the City.
  • The motion originally made in April that for all meets requiring proof of time (J.O. meets), the host club shall be required to provide Internet access (phone line and computer), failed. The vote was 17-17 by a show of hands; the Chair cast the tie-breaking vote against.
  • The following 30-day motion was held over until the July meeting: "It shall be the policy of Pacific Swimming that the following information, and only the following information, shall be acceptable for publication in any form, including but not limited to the world wide web, regarding any Pacific Swimming member without the express written authorization from the athlete, if of majority; the athlete's parent/guardian, if a minor; or the non-athlete member: name, age in years, club affiliation, time and place achieved in an event, and any awards or honors received by the athlete. It shall be the policy of Pacific Swimming that USA Swimming membership numbers and "trouble lists" (either registration or monetary) shall not be published on the web. This policy shall be effective immediately upon passage."
  • The 30-day motion regarding procedure for observed swims was held over an additional 30 days.
  • The 30-day motion made in May that Pacific Swimming shall adopt new B time standards for 8/Under swimmers was approved.
  • The 60-day motion made in April that effective January 1, 2005, the USA-Swimming Top 16 Based time standards will be adopted as the basis for the Pacific Swimming time standards was passed. No modifications were made to the changes to the time standards as proposed in the April motion. An amendment to have the new time standards take effect January 1, 2006 failed.
  • A motion was made, seconded, and carried that Pacific swimmers who have achieved a provable short course Q standard shall be permitted to enter that event in the 2004 Long Course Far Western Championships. Pacific Swimmers with a provable short course Q time which does not convert to a long course Q time must enter at the minimum long course Q standard.
  • The following new club was approved by USA Swimming: Rovella's Athletic Club (RAC), 854 Industrial Drive, Hollister, CA 95023, (831) 636-8500, Coach Dave Steele, davegsteele15@hotmail.com.
  • A motion was made, seconded, and carried to allow the National Club Swimming Association to hold a meet at Stanford the week following Nationals, August 9-13; PASA will be the official meet host. Time standards will be those from 2000 Jr Nationals; officials will be provided by Arizona. It was moved, seconded, and carried that meet fees shall be set at $10/individual entry, $20/relay, $5/splash fee and that the Pacific share of fees shall be $1.50/individual entry and $4.50/relay. A motion was made, seconded, and failed that PC waive its portion of the entry fees.
  • A motion was made, seconded, and carried to approve the first round of meet bids awarded as part of the 2005 Pacific major meet schedule. The second round of bids will remain open until July 18.
  • A motion was made, seconded, and carried that the airfare reimbursement for those representing Pacific at the USA Aquatic Sports convention in Orlando in September be $400.
  • The next Board of Directors meeting is July 21 (not July 28).
July 2004 Board of Directors meeting -- July 21, 2004
  • The following 30-day motion was held over until the August meeting: "It shall be the policy of Pacific Swimming that the following information, and only the following information, shall be acceptable for publication in any form, including but not limited to the world wide web, regarding any Pacific Swimming member without the express written authorization from the athlete, if of majority; the athlete's parent/guardian, if a minor; or the non-athlete member: name, age in years, club affiliation, time and place achieved in an event, and any awards or honors received by the athlete. It shall be the policy of Pacific Swimming that USA Swimming membership numbers and "trouble lists" (either registration or monetary) shall not be published on the web. This policy shall be effective immediately upon passage."

  • A motion was made, seconded, and carried (upon reconsideration) that for all meets requiring proof of time (J.O. meets), the host club shall be required to provide Internet access (phone line and computer), effective January 2005.
  • Upon the recommendation of the Scheduling Committee and the concurrence of the Age Group Committee, a motion was made and seconded that an Age Group International meet should be added to the 2005 schedule for the same dates as the Santa Clara International Meet and be sent out for bid. The motion was withdrawn following discussion.
  • Larry Rice was confirmed as the new chair of the Review Committee, effective September 1.
  • A motion was made, seconded, and carried to approve the following additions to the 2005 Pacific major meet schedule as recommended by the Scheduling Committee: Short course Far Westerns, Morgan Hill Swim Club; a second Memorial Day weekend Age Group Open, Carson Tigersharks; June 18-19 long course senior meet, Orinda Aquatics; and the Adam Szmidt Memorial Long Course Junior Olympics in July, West Coast Aquatics. Both the Pacific age group and senior short course championship meets in December 2005 remain unbid.
August 2004 Board of Directors meeting -- August 25, 2004
  • A motion was made, seconded, and carried that Silicon Valley Aquatic Association be awarded an Age Group International Meet to be held on the same weekend (June 24-26, 2005) as the Senior Trials & Finals International Meet hosted by Santa Clara Swim Club.
  • A motion was made, seconded, and carried that the penalty of $149.50 assessed the Carson Tigersharks for late payment of meet fees be waived.
  • An expenditure authorization was made, seconded, and carried for an amount not to exceed $400 to purchase Adobe Acrobat software so that the Sanctions Chair can write corrections to meet sheets.
  • An expenditure authorization was made, seconded, and carried for an amount not to exceed $7000 for Awards Banquet expenses, including honorarium for speaker.
  • An expenditure authorization was made, seconded, and carried to approve the balance of this year's budget (57510 - $3338) for awards at the annual Awards Banquet.
  • An expenditure authorization was made, seconded, and carried for an amount not to exceed $900 for a pre-meet survey trip for the Western Zone meet to be held in 2005 in Salt Lake City.
  • The following held-over motion was carried: " It shall be the policy of Pacific Swimming that the following information, and only the following information, shall be acceptable for publication in any form, including but not limited to the world wide web, regarding any Pacific Swimming member without the express written authorization from the athlete, if of majority; the athlete's parent/guardian, if a minor; or the non-athlete member: name, age in years, club affiliation, entered time, time and place achieved in an event, and any awards or honors received by the athlete. It shall be the policy of Pacific Swimming that USA Swimming membership numbers and "trouble lists" (either registration or monetary) shall not be published on the web. This policy shall be effective immediately upon passage."
  • A 30-day motion was made and seconded to replace the current Pacific Swimming Rules and Regulations Section 9 - Travel Assistance with revised wording, to be effective January 1, 2005, with the publication of the 2005 Swim Guide. [The primary changes involve how Pacific treats college swimmers.]
  • A 60-day motion was made and seconded that Pacific Swimming should host a Sectional Meet in late July of 2005, scheduled so that times from the meet can be used to qualify for the USA Swimming National Championships. The other four California LSCs should be invited, but the meet should be held regardless of whether they attend or not.
  • A 30-day motion was made and seconded that Pacific spend an amount not to exceed $2100 for purchase of a laptop PC with wireless card and a one-year subscription to wireless service for cell phone and hot spots. This equipment will become part of PC Officials outfitting (with headsets, etc.) to support administrative needs at PC-awarded meets and zone championships.
  • A 30-day motion was made and seconded that the qualifying times for Far Western and J.O. meets should revert to the current (2004) time standards for these meets for one year only, with selected times/age groups to be adjusted by the Time Standards Committee.
  • A motion was made, seconded, and carried to allow Zone 3 to establish unique qualifying time standards for their zone championships in 2005, which is a closed meet.
  • Zone 4 Chair Jackie Boudreau has moved to Chicago to return to school. The new zone chairman is Randy Burns.
  • A motion was made, seconded, and carried that Pacifica Sea Lions' bid to host the Dec. 2005 14/un JO meet be approved.
September 2004 Board of Directors meeting -- September 22, 2004
  • Motions were made, seconded, and carried to approve expenditure authorizations of $100 for the Ted Dorsey Swimmer Trust and of $3000 as budgeted for the Club Leadership & Business Management School.
  • The 60-day motion made in August that Pacific Swimming should host a Sectional Meet in late July of 2005, scheduled so that times from the meet can be used to qualify for the USA Swimming National Championships, was withdrawn as a result of action taken at the USA Swimming convention.

  • A motion was made, seconded, and carried that with reference to the two places in the Policies & Procedures Manual which discuss proof of time for distance events at Far Western Championships, delete "shall not be required".

October 2004 Board of Directors meeting -- October 27, 2004
  • A motion was made, seconded, and carried to approve an expenditure authorization of an amount not to exceed $6,000, as budgeted, for rooms and airfare for the Quad Meet which will be held in Long Beach.
  • A 30-day motion to approve the proposed 2005 WZCT time standards, developed according to approved Pacific policy, carried.
  • A 30-day motion to approve the proposed 2005 PRT time standards, developed according to approved Pacific policy, carried.
  • A 30-day motion to approve unique time standards for 2005 Far Western and Junior Olympic meets carried.
  • A motion was made, seconded, and carried that the format of the Pacific Swimming financial report shall include the outstanding commitments to USA Swimming and the Salinas Community Pool Foundation.
  • A motion was made, seconded, and carried to modify Section 7.C.1 of the Pacific Rules and Regulations to read "A complete set of results in SDIF format must be sent to the Records Secretary with ten days after holding the meet."
  • A motion was made, seconded, and carried that effective January 1, 2005, the monthly newsletter of Pacific Swimming shall no longer be printed. It shall be accessible on the PacSwim website, and clubs and individuals on the mailing list shall receive an email notification of the website posting.
  • A motion was made, seconded, and carried that an amount NTE $8,000 shall be budgeted for legal assistance relating to the Pacific Swimming donation to the Salinas Community Pool Foundation.
  • A 60-day motion was made, seconded, and carried that effective February 1, 2005, athlete members must be registered with Pacific Swimming and USA Swimming prior to entering any sanctioned competition. Registration forms and fees must be in the hands of the Pacific Swimming Registration Chairperson and be approved. Meet entries received from unregistered athletes will not be accepted into the meet.
  • A motion was made, seconded, and carried that an Open Water Championship meet be added to the 2005 Pacific Swimming meet schedule for October 1.

December 2004 House of Delegates meeting -- December 1, 2004 (subject to the final approval of the House of Delegates at its June 2005 meeting)
  • A motion was made, seconded, and carried to approve the Board of Directors' actions since the last House of Delegates meeting.
  • A motion was made, seconded, and carried to accept the proposed budget for 2005 as approved by the Board of Directors (version 3, as amended).
  • A motion was made, seconded, and carried that the Nominating Committee shall consist of Gerry Ng (the immediate past General Chairman), the Chair of each Zone or their designated alternate, Anneliese Eggert, George Cleveland, and Scott Shea.
December 2004 Board of Directors meeting -- December 1, 2004
  • A motion was made, seconded, and carried to accept version 3 of the proposed 2005 budget, as amended.
  • A motion was made, seconded, and carried to approve an expenditure authorization of NTE $500, as budgeted, for travel to the General Chair's Workshop.
  • A motion was made, seconded, and carried to approve an expenditure authorization of $18,850 for the 2005 Senior Distance Camp to be held January 20-23, 2005, in Colorado Springs. This would cover air fare and room & board, and is the amount approved in the 2004 budget.
  • A motion was made, seconded, and carried to approve an expenditure authorization of $4,900 for the Senior Distance Camp to be held January 20-23, 2005, in Colorado Springs. This would cover tests, clothing, speaker and miscellaneous expenses. This is the amount approved in the 2005 budget.
  • A motion was made, seconded, and carried to approve an expenditure authorization of $9,100 for the 11/12 AA+ Camp to be held February 5-6, 2005, in Pacifica. This would cover pool, classroom, hotel, food, ground transportation, clothing, speaker and miscellaneous expenses and is the amount approved in the 2005 budget.
  • A motion was made, seconded, and carried to authorize the Camp Coordinator, with the approval of the General Chairman and the Treasurer, to lower the required copay for the 2005 Senior Distance Camp based on the air fares available on December 15, 2004, to Colorado Springs from San Francisco, Oakland, San Jose, Sacramento and Reno.
  • A motion was made, seconded, and carried to allow Zone 1 North to use the 2004 'A' time standard as the qualifying time standard for the Zone 1 North Championships to be held on January 29-30, 2005. This is a closed meet.
  • A motion was made, seconded, and carried to allow the 2005 Santa Clara International time standards to be adopted for use at the Grand Prix meet to be hosted by Stanford at the end of May 2005.
  • A motion was made, seconded, and carried that Stanford and Santa Clara shall be allowed to charge up to $7.50/individual event and $16/relay event for the 2005 Grand Prix meet and 2005 International meet, respectively. The share of entry fees to be returned to Pacific Swimming shall be $1.50/individual entry and $4.50/relay entry.
  • The Triton Aquatics Swim Team (TAST) has re-registered, and requests a change of name and acronym to PJCC Barracudas (PJCC), 800 Foster City Blvd, Foster City CA 94404, Coach - Walt Cannon.
  • The next Board of Directors meetings will be held on the following Wednesdays: 26 January 2005, 23 February 2005 and 23 March 2005.
